Vehicle Replacement Assistance Program

Hawaiian Council is offering up to $5,000 in financial assistance to help individuals and families replace vehicles lost due to the recent floods and storms. This program is designed to restore mobility and support impacted households in returning to work, school, and daily life. Award amounts will be based on demonstrated need and the verified funding gap, up to a maximum of $5,000. Funds will help with purchasing a replacement vehicle, reimbursement of a vehicle that was already purchased, or help with an existing auto loan balance. Malama Honua Disaster Fund

(Mālama Honua Disaster Fund, MHDF) The Office of Hawaiian Affairs (OHA) provides a limited number of $10,000 grants to repair eligible Native Hawaiian homeowners' homes that sustained minor damage during the March 2026 Kona Low storm events. The program helps OHA beneficiaries with disaster-related cleanup and home repair needs for principal residents located in OHA-identified homes that remain safe to live in but require non-structural repairs to cleanup due to flooding, water damage, or other storm-related impacts. The Malama Honua Disaster Fund (MHDF) program is open to Native Hawaiian homeowners who are not otherwise eligible for OHA's March 2026 Kona Low General Disaster Assistance Program that the Hawaiian Council is contracted to administer. Applicants must provide verifiable quotes, invoices, or other acceptable cost documentation for repairs or cleanup due to the storms. OHA will use available storm impact data and recovery indicators to ensure grant awards are distributed fairly and proportionately across impacted islands and communities. Maui Relief Program

(MRTP, Maui Relief TANF Program) The Maui Relief Program is separate from the ongoing TANF cash assistance benefit and has a different application process, eligibility criteria and requirements. The Maui Relief Program is a program that provides benefits to eligible families with dependent children who were directly impacted by the wildfires. The program benefits are not intended to meet a family’s recurring needs and will not extend beyond four (4) months. Survivors are strongly encouraged to apply for FEMA Individual Assistance prior to applying for support through the Maui Relief TANF Program. DHS wants to ensure families maximize available disaster relief efforts. The Program benefits are considered “non-assistance”; therefore, is independent of the DHS’s TANF cash assistance program. The Program benefits are being established solely to address the specific crisis situation and episode of need for families who were directly affected by the wildfire disaster. The Program benefits will be issued as a disaster relief in the form of a lump-sum payment to the family or a direct payment to a vendor such as a landlord, automobile dealership, or a utility company. The Program will help families, with household incomes that do not exceed 350% of the federal poverty level: -secure and pay for short-and long-term housing -make a down payment and pay for a car payment for up to 4 months -secure and pay for utilities for up to 4 months -purchase clothing for eligible family members and school supplies for school-aged children. A family may apply for Maui Relief TANF support based on their current needs and apply later for other remaining support available to the family. This support may be provided in addition to FEMA Individual Assistance if a family has exhausted its FEMA assistance and critical needs still exists. There is no citizenship requirement. Non-federal funds may be available to assist families with dependent children who are not eligible for the federally-funded Program. Applicants will be provided ten (10) days from the date of the request to provide additional information and supporting documents. Applicants must report changes within 10 days of the change occurring. For example, if the support was for a car and the car was sold, then that change must be reported within 10 days.

Salvation Army Oahu - March 2026 Kona Low Disaster Relief Assistance

--The Salvation Army is suspending financial assistance distributions at The City and County of Honolulu Community Assistance Center at Waialua District Park as of April 7, 2026, with its Emergency Disaster Services pivoting to provide meals at county shelters during the current storm event. Appointments previously scheduled for April 8–9, 2026 will be rescheduled. Upcoming distribution activities and locations will be announced to meet new and ongoing community needs. Emergency Farmer Relief Program for March 2026 Kona Low

(Emergency Farmer Relief) The State of Hawaii Department of Agriculture and Biosecurity provides the Emergency Farmer Relief Program. Farmers, ranchers, and businesses who experienced damage or losses from the March 2026 Kona Low 1 or Kona Low 2 may receive a one-time grant of $1,500 to help with immediate needs resulting from the storm. Applications open on Tuesday, March 24, 2026. Applicants who complete and submit applications by Friday, March 27, 2026 will be prioritized funding.
