The Building Industry Association of Hawaii (BIA Hawaii) provides year-round education and workforce training through its Construction Training Center of the Pacific. Our programs are designed to meet the evolving needs of Hawaii’s construction industry, offering practical, certification-based training for both new entrants and experienced professionals.
Current offerings include: OSHA 10 and OSHA 30 construction safety training; CPR, First Aid, and AED (in-person and hybrid options); Forklift, Aerial Lift, and Equipment Operation; Supervisor Leadership Training; Specialized safety courses including Fall Protection, Confined Space, Electrical Safety, Silica Awareness, and more;
NAHB courses in estimating, scheduling, marketing, business management, and risk mitigation; USACE/NAVFAC Construction Quality Management training.
Courses are taught by certified instructors with direct jobsite experience. This ensures that training is grounded in real-world applications and meets industry standards. Certifications earned through BIA programs help workers maintain compliance, improve safety, and enhance job readiness.

(H-HEAP, Low-Income Home Energy Assistance Program - Energy Credit - Hana, LIHEAP, LIHEAP EC) Hawaii Home Energy Assistance Program (H-HEAP) is a federal program that provides qualifying low-income households with a one-time credit to offset household energy costs.
Applications for this program are only accepted during the month of June.
The amount of the credit varies each year and is based on the total number of people living in the house.
Applicants must have an active electric account and are required to submit a current electric bill.
Applicants may apply, once per program year for one of the two types of credit: Energy Credit (EC) or Emergency Crisis Intervention (ECI).
