Provides support services to persons 60 years or older or persons with disabilities and less than 60 years old. Provides information and referral, transportation, in-home services and County senior citizens ID card. Conducts outreach, friendly visiting, interpreting/translating, letter writing/reading. Issues a list of discounts from various businesses. Gives preference to those most in need, rather than on a first come-first served basis. Promotes wellness and disease prevention. Provides referrals to physicians, physician assistants and nurse practitioners. Provides information in traditional Hawaiian healing practices such as Lomi Lomi (Hawaiian massage therapy). Also offers breast and cervical cancer screening. Also offers a tobacco cessation program.

Administers street tree program, potted plant program, landscape gardening, tree conservation, nursery, tree farm, tree bank, and flower garden. Trims trees which are on City and County land.

Facilitates the development of a desirable living environment through dialogue with the community and the application of professional planning principles. Serves as the technical advisor to the mayor, council and planning commissions on all planning and related matters. Recommends revisions to the general plan at least every ten years to guide the development of the county. Prepares and enforces zoning ordinances, zoning maps and regulations and any amendments or modifications there to. Provides the services necessary to meet the objective and policies of the Hawaii Coastal Zone Management (CZM) Program, to administer all developments and activities within the Special Management Area (SMA). Processes permits for special uses, County special uses, changes in zoning, district boundary review and other permits requiring zoning. Continually reviews planning concepts and documents through discussions with the public, policy makers, public service agencies, landowners and County boards and commissions.

Assists Australian citizens living in or visiting Hawaii. Assists Canadian and British citizens in emergencies. Provides information to potential visitors to Australia. Promotes tourism interests of Australia.

Easterseals Hawaii provides individualized early intervention services to children under 3 with or at risk for developmental delays and their families. Services include: Development of an Individualized Family Support Plan (IFSP); Parent coaching and family support; Developmental evaluations; Resources, information, and referral services; Assistance to families in transition planning for their child’s transition into the Department of Education special education, Head Start or preschool. Treatment Focus Areas: Cognitive; Language and Communication; Physical; Development; Social and Emotional; Adaptive/Self Care. Program focuses on building a support team for the family and assisting them in meeting challenges via parent coaching and building a foundation of tools and strategies that parents need to support their child’s growth and participation in their community.

(TVAP) Sex Trafficking Case Management services are provided to juvenile victims and their families or caregivers through the Trafficking Victim Assistance Program (TVAP). In partnership with the Susannah Wesley Community Center and Hale Kipa, Parents And Children Together provides victim centered trauma-informed comprehensive case management to survivors of sex trafficking. Services include crisis response, intake screening, and case management designed to support the victim in leaving the trafficking situation. (DVSF) The Domestic Violence Services for Families program provides counseling services for offenders, survivors and their children who have been referred by DHS programs. Services are provided primarily through group and individual counseling. Serves the Windward and Central area of Oahu. Groups area available after hours in the evening.

(Alanon Family Group Oahu, Alateen Oahu) Al-Anon is a worldwide fellowship of those who feel their lives have been deeply affected by someone else’s drinking. The only requirement for membership is that there be a problem of alcoholism in a relative or friend. Members, who come from all walks of life, meet to share their experience, strength and hope in order to solve their common problems. Provides leadership, coordination, and resources to address prevention planning, to develop and implement strategies/interventions, and to conduct evaluations supporting the goal of a tobacco-free Hawaii. Initiates new legislation regarding the issues of smoking and tobacco use. Monitors and handles information and complaints regarding existing statutes. Provides information on the Hawaii Smoke-Free Law.

(IIH, Intensive in Home) This program provides mental health services for children/adolescents who have serious emotional and behavioral disorders. Program staff work with the family to stabilize and preserve their capacity to improve the youth’s functioning in the current living environment and to prevent the need for placement outside the home. Intensive In-Home Mental Health Treatment Services for children, youth, and families who require a higher level of care than office-based services, but who do not require residential or hospital level care.

Provides counseling services to juveniles who are at risk and beyond parental control. Refers client to professional agencies and therapist if needed.

Interprets Hawaiian ethnobotany and conserves Hawaiian traditions relating to horticultural practices and land use. Covers twelve acres and includes a five acre archaeological remnant of the prehistoric agricultural zone that once dominated the Kona district. Collection includes agricultural cultivars and plants introduced by the Polynesians, as well as a collection of nearly one hundred native Hawaiian plants. Located just south of mile marker 110 on Hwy 11 in South Kona.

Provides prenatal classes in Lamaze training, basic and beyond the basics infant care, breastfeeding and working & expectant grandparents.

Provides training and preparation for licensure for foster and adoptive parents. Provides child, adolescent, family, individual, and group therapy. Also provides services to autistic children, psychological evaluations, therapeutic foster care program, and after school and summer day programs and a skills trainer program.

(Hale Ho'omalu, Neighborhood Places of Kauai) In partnership with a community Ohana Board and other community agencies, provides family support and family preservation services to the families in defined areas of Kauai. Incorporating a community family center model, Hale Ho'omalu Neighborhood Place provides a healing and nurturing environment in which intervention services are interwoven with prevention activities. Services include information and referral, emergency food pantry, emergency clothes closet, parent skills classes, outreach activities to engage hard to reach families, individual and family counseling, and community activities, volunteer training, SNAP (Food Stamp) application assistance, and cultural awareness activities and more. Hale Ho'omalu is a family support center provided by Child and Family Service, serving Central to East Kauai.

Private preschool for boys and girls aged 3-4 years old. Children entering the 3 year old program, K3, must be 3 years old by August 31st for the year that children will be entering into the program.
