The federal Supplemental Nutrition Assistance Program (SNAP) provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. The SNAP processing center provides public assistance, food stamps (SNAP) and financial assistance, to eligible individuals and families. They handle new applications and ongoing assistance. Administers and enforces standards of conduct provisions of the State Ethics Code, Chapter 84, Hawaii Revised Statues. Administers and enforces the State Lobbyists Law, Chapter 97, Hawaii Revised Statutes. Lobbyists Law includes registration and reporting requirements for lobbyists and persons and organizations involved in lobbying the state legislative and executive branches.

Food distribution for March 21, 2026 is canceled. Nothing will be rescheduled for the month of March 2026. New Hope Kapolei provides a food pantry on the 3rd Saturday of the month. Please bring a rolling cart or large shopping bag. Food is on a first come, first served basis and the pantry may run out of food before the closing time. Please call for an appointment for emergency food on Thursday 10:30 am - 12:30 pm the weeks the food pantry is not open on Saturday. Supplies are limited and appointments are required.

(IOP) The Intensive Outpatient Program (IOP) is an intensive psychotherapeutic program designed to treat substance use disorders and co-occurring mental health disorders. Services include group therapy, individual counseling, and toxicology testing. Sessions are often done as a group. Clients go home each night, rather than living at a treatment center. Clients attend IOP groups 3-5 days per week, for a total of 9-15 hours per week.

A community-based outpatient clinic provides outpatient medical and mental health care for veterans.

Hawaii Agricultural Foundation provides teacher trainings. Teacher trainings for Tower Power are now active in 24 schools statewide. The program is now expanding to Hawaii Island. Tower Power gives students a hands-on, ag-tech and vertical farming lab-based experience using indoor aeroponic towers to grow and care for plants from seed to harvest in grade 6-8 classrooms. Through four dynamic learning units, students explore plant science, sustainability, and the future of farming while discovering how vertical growing systems can transform food production. (SFMNP) Hawaii’s Senior Farmers' Market Nutrition Program (SFMNP) offers eligible seniors $50 worth of coupons (10 coupons valued at $5 each) to obtain eligible foods without charge from participating farmers, farmers’ markets and roadside stands that have been approved to accept SFMNP coupons. The BABY & ME – Tobacco Free Program™ is an evidence-based, smoking cessation program created to reduce the burden of tobacco on the pregnant and postpartum population. We seek to accomplish this mission by addressing the high prevalence of tobacco use among young women during pregnancy. By providing counseling support and resources to pregnant women, it is our goal that they will quit smoking and maintain smoking cessation throughout the postpartum period and beyond. Our program is successful in helping women quit smoking and stay quit, resulting in improved birth outcomes and long-term positive outcomes for women, children, and their families.
