Or the scam may operate in reverse, with a stranger (not the registrar) communicating an offer to buy a domain name from an unwary owner. The offer is not genuine, but intended to lure the owner into a false sales process, with the owner eventually pressed to send money in advance to the scammer for appraisal fees or other purported services. By mimicking aspects of the legitimate sales process and agencies, the scheme appears genuine in the early stages. Inverse Condemnation Actions/Condemnation Appeals FT-2465.3300 Programs that represent property owners who wish to appeal condemnation/expropriation actions under eminent domain statutes, for example on grounds that "public use" is not involved (as in cases involving use of eminent domain for economic development, enhancing tax revenue or transferring private property to another private entity); who wish to argue that the compensation offered does not represent the fair market value; or who seek compensation from the government for such actions when the government denies that a "taking" has occurred. The latter situation can arise in a variety of ways. The government might, for example, engage in conduct that destroys the landowner's ability to use and enjoy the property, such as by building an airstrip next to the property and flying planes over it, or cutting off or polluting the flow of water to the land. Investment scams often involve fake exempt securities (financial instruments that are generally backed by the government and may carry a lesser risk than those offered by public companies); trading on the foreign exchange market where investors buy and sell currencies with the aim of making money on changes in exchange rates, sometimes on the basis of fraudulent hot tips or illegal schemes; sending their money "off-shore" to another country, in most cases to lower their taxes; pension scams and other similar cons that play on an individual's greed. The legal process by which commitment takes place varies by jurisdiction, but the subject of such orders is typically entitled to legal counsel and may challenge by appeal.
