Disaster Relief/Recovery Organizations TH-1500.1700 Organizations that have a formal role in coordinating the provision of disaster relief and/or recovery services following a major disaster or large-scale emergency that disrupts the normal functioning of a community. Included are coalitions of community-based organizations in a defined geographic area whose members are prepared to act in concert to respond to the emergency needs of the community during the relief and recovery phases of a disaster and non-affiliated organizations with a designated role. Some collaboratives are local VOADs (known in some places as COADs), that are organized through state-level VOAD/COAD chapters which are affiliates of the national organization, National Voluntary Organizations Active in Disaster (NVOAD), a formal coalition of national voluntary organizations with a common interest in providing disaster relief. Other coalitions are "interfaiths" which gather financial and other resources from the faith community and distribute them to people in need, generally after American Red Cross and other immediate relief organizations have completed their work. NOTE: "Disaster Relief" is a category of services utilized by community agencies involved in disaster work. Government organizations do not recognize disaster relief as a formal part of the disaster cycle. Most of the services classified as disaster relief are considered by government to be part of disaster recovery and a few (e.g., disaster welfare inquiries) are categorized as disaster response. 10

Disaster Specific Rent Assistance TH-2900.6500-200 Programs that offer cash subsidies which enable low-income individuals and families whose homes or apartments have become uninhabitable due to a major disaster or large-scale emergency to obtain alternative housing which may include accommodation in a hotel, motel or rental housing unit. Disaster Survivor Inquiries TH-2600.1800 Programs conducted by organizations like the American Red Cross that provide a communication network which enables the general public to obtain information about the circumstances of relatives and friends who are in an area within the U.S. where a major disaster or wide-spread emergency has occurred. Also included are disaster survivor registries that allow individuals who are alive following a disaster to post their name and medical condition for access by family members and friends; or to leave voice messages providing information about their circumstances, their current location and how to reach them. 2
Disaster Unemployment Assistance TH-2600.1850 A federal program that provides financial assistance to individuals whose employment or self-employment has been lost or interrupted as a direct result of a major disaster declared by the President of the United States in situations where they are ineligible for regular unemployment insurance benefits (under any state or federal law). Disaster Unemployment Assistance is available to individuals for weeks of unemployment beginning with the first week following the date the major disaster began and for up to 26 weeks after the major disaster was declared by the President, as long as their unemployment continues to be a result of the incident. The maximum weekly benefit amount is determined under the provisions of the state law for unemployment insurance in the state where the disaster occurred. The program is administered by states as agents of the federal government. 1
Disaster Victims YX-1800 Individuals who have suffered physical injury or loss of property due to a sudden calamitous event of natural or human origin such as a fire, flood, hurricane, tornado, earthquake or outbreak of war or civil unrest. 0
Disaster Warnings TH-2100 Programs that issue alerts, advisories and warnings to inform the public of an impending event such as a major fire, flood, hurricane or tornado which has the potential to cause loss of life, personal injury, property destruction or damage and wide-spread community disruption. Disaster warnings may include safety instructions for people who are likely to be affected by the event, may communicate information about measures, such as curfews, that the authorities have taken to minimize the effects of the incident, and may provide crucial information about the status of the physical environment (e.g., roads and bridges that are impassable) following the event. 4
Disaster Witnesses YX-1810 Individuals who were present when a disaster or other emergency occurred and are in a position to report what happened. Witnesses to a disaster may also be traumatized by the event and require support. 0

Registry information is used by public health authorities to identify and investigate unusual patterns of occurrence of the disease and can help communities plan for and deliver needed medical services. It can also be used to support care management for groups of patients with one or more chronic diseases, such as diabetes, coronary artery disease or asthma (or those with associated risk factors); and to connect people with programs doing medical research.
