The Hawaii Fire Department is primarily responsible for fire protection and suppression, pre-hospital emergency medical services, land and sea search and rescue, hazardous materials response, ocean safety, and fire prevention and public education for the County of Hawaii. Provides regulatory functions over the handling and disposal of solid and hazardous waste and over the operating of underground storage tanks. Sets protection standards aimed at ground water and drinking water preservation. Monitors and enforces compliance with applicable laws and regulations. Promotes recycling, composting and other waste diversion activities through education and technical assistance. Provides educational assistance to household hazardous waste collection programs.

Investigates and takes enforcement action against illegal discharges into the City's storm drain system. Issues permits for various effluent discharges in to City's drainage system. Conducts a storm water sampling and monitoring program. Reviews effective Best Management Practices (BMP) for discharges into city's drainage system.
