(TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households. (ABC) Attachment Biobehavioral Catch-up (ABC) Program - an evidenced-based intervention for caregivers of infants and toddlers who have experienced early adversity. The ABC Parent-Child Attachment Specialist, known more informally as the ABC Parent Coach, is able to provide intervention for infants between 6 and 24 months of age and toddlers between 24 and 48 months.
