We work to empower our clients to become more independent and participate fully in the communities where they live, work, and play. Services are delivered with dignity, passion, and the ultimate goal of self-determination. Program focus areas are enhancing independence, person-centered planning, social skills and enrichments, community integration and access, employment skills, personal care, and daily living skills. Adult Home and Community-based Services include group and individual services; employment services, Adult Day Health (ADH), Community Learning Service (CLS), Community Learning Service-Individual (CLS-I) for adults with intellectual and developmental disabilities such as autism and down syndrome.

Fights fires. Dispatches emergency mountain and ocean rescues. Responds to hazardous materials contamination and spills. Provides medical assistance as trained first responders. Conducts station house tours and fire prevention education. Administers blood pressure testing. Issues fireworks permits. Reviews blueprints for building permits. Issues camping and use permits for state parks system. Plans, acquires, develops and maintains state park lands.

Does community planning and group development. Distributes federal surplus food. Provides information and referral, personal development aid, emergency and general assistance. Raises and distributes voluntary funds based on high priority community needs to participating agencies. Does not provide financial aid to individuals. Agencies are local health and human services organizations.

Provides rental subsidies (through the Housing Choice Voucher Program) to very low income families. Under the Housing Voucher Program, the maximum subsidy is primarily based on an applicable payment standard less 30% of the family's monthly adjusted income, but no less than $50; the family pays the balance of the rent. Prevents and suppresses outbreaks of vector-borne diseases and serious vector nuisances through inspections, surveillance, monitoring, enforcement, consultation and education in the control of harmful vermin such as insects that bite or are a public nuisance such as ants, sand flies, and other insects. Also gives public advice on small animals and insects causing a problem in or near a home or building such as mice, roaches, flies, gnats, mites, rats, and nesting birds. Offers information and advice to individuals experiencing pest problems. Accepts birds that the public drops off for West Nile testing. They no longer spray for mosquitos.

(Transitional Family Homes) Provides a temporary out-of-home placement living environment for youths, ages 12 years old to 22 years old, that require additional resources to accommodate their emotional, behavioral, and mental health issues. Together, the staff and foster families provide youths with a system of support, counseling and skill building services. This service offers youth the opportunity to live with a trained transitional family who provides them with support and guidance. Services are offered to each youth based on their individual needs. Youths are provided with individual counseling and family counseling with the ultimate goal of reunification with their family.

Enforces the State Wage and Hour Law, Wages and Hours of Employees on Public Works Law, Payment of Wages and Other Compensation Law, Child Labor Law, and Hawaii Family Leave Law. Administers statewide program of labor law enforcement involving compliance investigations of minimum wage, overtime, and payroll records, prevailing wage and overtime for laborers performing work on State and County public works construction projects, illegal deduction, late pay, and pay statement violations. Administers program for hearings related to unlawful suspension or discharge due to work injury or garnishment. Investigates unlawful practices relating to lie detector tests. The Respite Companion Program (RCP) is an employment and training program established by the department which provides part-time community service employment opportunities as Respite Companions for low-income, able-bodied adults age 55 years and older, who assist families provide care for the frail elderly in homes, in adult day care or adult day health centers. RCP is administered by the Department of Human Services, Social Services Division, Adult Protective & Community Services Branch. For those who qualify to be a Respite Companion, benefits include: Minimum wage (up to 19 hours a week); free pre-employment exam and annual physical exam, free bus pass or mileage reimbursement, paid trainings, job readiness counseling and resume writing assistance, free criminal background check. Provides a comprehensive recreational program in the community. Facilities include a multi-purpose building, a gymnasium, a swimming pool, tennis courts and outdoor basketball and volleyball courts, and a field. There are three program periods throughout the year: Fall, spring, and summer. Activities are geared for all ages, including classes in arts and crafts, Hawaiiana, games and sports, music and dance, seasonal activities and crafts, excursions and swimming. (Alanon Family Group East Hawaii, Alateen East Hawaii) Al-Anon is a worldwide fellowship of those who feel their lives have been deeply affected by someone else’s drinking. The only requirement for membership is that there be a problem of alcoholism in a relative or friend. Members, who come from all walks of life, meet to share their experience, strength and hope in order to solve their common problems.
