The HUD Housing Choice Voucher Program (formerly the Section 8 Program) is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments. The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects. Housing choice vouchers are administered locally by public housing agencies (PHAs). The PHAs receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program. The Respite Home program provides respite care as needed to families that are linked with the Department of Health Child and Adolescent Mental Health Division (CAMHD). The families that use the Respite Home therapeutic living program have behaviorally challenging youth in their homes and have used all of their resources to be able to maintain them on a constant basis. Respite Home services are designed to give these families short-term dependable relief to allow them to rejuvenate and provide a more stable family environment upon the youth’s return. This will hopefully decrease the potential for abuse and neglect and prevent placement of the youth in a more restrictive setting. Services included: -Activities that support daily living skills. -Culturally relevant recreational and social activities. -On-call crisis intervention and support. -Medication monitoring.

Safeguards the rights of individuals in need of assistance in criminal, involuntary commitment and family cases by providing legal services.

Responsible for fire protection, rescue, HazMat, emergency medical response and ocean rescue services. Provides fire prevention education. Dispatches fire fighters and rescue squad personnel for emergencies. Issues firework permits. Blood pressure screening is offered at all Kauai Fire Stations except at the Kauai Fire Department administration office.

The HBF, founded in 1991, is a national nonprofit organization dedicated solely to those affected by hepatitis B. The foundation accomplishes its work with a dedicated staff of researchers, educators, and outreach experts working with physicians, scientists, academic institutions, corporations, governmental agencies, and others to raise awareness and search for a cure to hepatitis B.

(H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention - Central, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round.
