Operates three core divisions: Fisheries Habitat (Environmental) Protection, Recreational Fisheries, and Commercial Fisheries and Aquaculture. Protects, enhances and conserves state fishery resources. Issues commercial fishing licenses, scientific collecting, and permits for aquatic life. Establishes and manages statewide system of Marine Life Conservation Districts (marine preserves). Monitors harvest of ornamental fisheries for use in aquariums or offered for sale through pet shops. Participates in interagency efforts to preserve threatened and endangered species. Researches activities related to program purposes through staff and outside agencies. Provides technical guidance on probable impacts to fish, projects, project developers and permitting authorities. Provides public information on fishing and Hawaii's marine life. Accepts reports of any aquatic animal in fresh or salt water.
