(H-HEAP, Low-Income Home Energy Assistance Program-Energy Crisis Intervention-Kalihi-Pala, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round. (TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households. The Humane Society Hawaii Island (HIHS) provides shelter, food, licensing, adoption and euthanasia services for animals picked up by HIHS humane officers or brought in by private owners. Developing Options to Violence (DOV) offers a full spectrum of services to women, men, adolescents, and children in the intervention and prevention of domestic violence. Professional counselors on call to help youth who are in psychiatric crisis or to supplement the efforts of their caregivers. Counselors can refer clients to specialized, short-term, out-of-home placement when needed. The following services are available to families experience domestic violence: Adult Programs

• Domestic violence interventions services for individuals who use physical, emotional, psychological and/ or sexual abuse in intimate relationships.
• Support groups for individuals who are experience emotional, psychological and/or sexual abuse in intimate relationships.
• Violence Control groups for individuals who have use violence towards other family members (parents, siblings)

Adolescent Program: To assist adolescents in understanding their behavior and how to make appropriate changes. Children's Group: To help children who have witnessed domestic violence understand it and deal with their feelings about it. Parents are required to participate in support group while children receive services.

Represents State of Hawaii officials and employees in legal actions related to their state responsibilities in the matters exclusive to family court. Carries out the duties of the Family Law Division of the Attorney General (all cases heard in family court). Emphasis and focus on child abuse and neglect cases.
