(H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention - Leeward, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round. (HCAP Administration) Honolulu Community Action Program, Inc. (HCAP) offers a variety of programs and services designed to help Oahu's low-income individuals and families to achieve self-reliance. Programs include Head Start, the Low-Income Home Energy Assistance Program (LIHEAP), food assistance, employment services, after-school STEM, and individualized case management. HCAP also promotes community development and advocacy through resident advisory councils and private-public volunteer opportunities. Volunteers are encouraged to contact HCAP for opportunities to help children, youth and adults in need.

Provides a fun and educational program for children and young adults to build character, to train on the responsibilities of participating citizenship, and to develop personal fitness. Promotes and encourages youth of all ages to participate in group work and outdoor activities.

Responsible for fire protection, rescue, HazMat, emergency medical response and ocean rescue services. Provides fire prevention education. Dispatches fire fighters and rescue squad personnel for emergencies. Issues firework permits. Blood pressure screening is offered at all Kauai Fire Stations except at the Kauai Fire Department administration office.

(ATV, YWCA of Kauai Alternatives to Violence) Provides psycho-education and support designed to interrupt the cycle of violence. Assists clients with anger management. Encourages, teaches and advocates non-violent behaviors. Available as a resource in the community for speakers and presentations.

(Health and Fitness Classes) We provide day camps, Girls in Sports, winter camp, open gym for basketball and volleyball, swim classes for youth and adults, cultural activities, recreational activities, host special events and family camping.

Hawaii Children's Cancer Foundation (HCCF) also offers a book reimbursement program for childhood cancer survivors in post-high school education or training with funds for the purchase of books, supplies, or equipment.

The Family Court hears legal matters involving children; domestic relations cases including divorce, child support, paternity, custody matters; domestic violence cases including civil restraining orders involving family members; civil commitment cases, guardianships of adults, and adult abuse cases.
