(HCAP Administration) Honolulu Community Action Program, Inc. (HCAP) offers a variety of programs and services designed to help Oahu's low-income individuals and families to achieve self-reliance. Programs include Head Start, the Low-Income Home Energy Assistance Program (LIHEAP), food assistance, employment services, after-school STEM, and individualized case management.
HCAP also promotes community development and advocacy through resident advisory councils and private-public volunteer opportunities. Volunteers are encouraged to contact HCAP for opportunities to help children, youth and adults in need.
