(ELR) Early Learning Readiness (ELR) for Family, Friend and Neighbor Caregivers is a research-based community program that gives young children (not in facility-based childcare), high-quality physical, emotional and cognitive experiences. It also equips their teacher, ensuring they start kindergarten ready to learn. The program provides a stimulating, preschool-like experience through learning centers that foster young child development and improve school readiness, while also supporting and developing the skills and knowledge of caregivers. Early Learning Readiness - services are provided at the Aliamanu Military Reservations for the Pearl Harbor and Wheeler Schoefield locations.

Hope lodge - free overnight housing for patients traveling to the mainland for treatment.

Provides inpatient psychiatry care at Tripler and referral to Tripler, community and state hospitals, or mainland VA hospitals if inpatient care is needed for other services. Administers a specialized program for veterans with Post Traumatic Stress Disorder.

Operates a toll-free line to register complaints concerning matters within FAA's jurisdiction, e.g. carry on baggage, child safety seats, or user services provided by FAA, including pilot examinations, aircraft certification and facility operations. To report complaints on safety violations, such as planes flying to low, call the Flights Standards District Office.

Our Honolulu site was opened in 1996 and is located on the 1st floor of the Prince Kuhio Federal Building. Rainbow School Honolulu has an Infant/Toddler program which is licensed for 15 infants and toddlers. Our Preschool program is licensed for 75 children ages 2-5 years old. Rainbow School, Inc. in Agreement with the US General Services Administration, provides childcare services to Federal employees who are given priority and the general public. We are licensed by the State of Hawaii and all staff meet State licensing requirements. We accept DHS – Child Care Connection, Open Door, First-to-Work, Kamehameha Schools’ Keiki Pauahi Scholars Program, and Federal subsidies. All tuition payments are done through the FACTS Tuition Management program. Your child’s Form 14, current TB clearance and DHS 908 Form are required upon acceptance into the school. Parents are also responsible for a non-refundable registration fee of $175 upon acceptance. If there are no availabilities, your child’s application will be placed on the center’s waitlist. Provides protective services to abused, neglected, or financially exploited dependent adults, 18 years and older. Takes action, with client consent, to prevent further abuse from occurring. Action taken may involve placement into adult day care centers, residential care homes, chore services, and/or counseling and other supportive services to adults.

Provides low-interest loans to homeowners affected by a declared disaster.

Provides technical knowledge and information to commercial fisheries and aquaculture farms to increase production methods, processing and resource management. Receives, evaluates and distributes harvest data of commercial fish resources. Experiments with fish habitat and provides prawn seedlings as authorized. Maintains statewide fish aggregating buoy system to attract pelagic species.

Provides marine exhibits and shows (whales, dolphins, sea lions, seals, fish, etc.). Conducts marine animal education and research. Accepts injured sea birds only.

(H-HEAP, Low-Income Home Energy Assistance Program-Energy Crisis Intervention-Kalihi-Pala, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round. Credit amount varies by household. Call the Kalihi-Palama District Service Center for more information.

Oversees and manages solid waste disposal facilities and services.

Provides a national toll-free phone line to answer commonly asked questions on postal service, such as service hours, zip code and address information, and mailing rates. A caller attempting to reach a postal worker in Hawaii, or who asks a question that cannot be answered by Mainland operators, will be given a local number to call. Also provides U.S. Passports and voter ballot forms also available at several Post Office locations.

Offers public lectures on natural history with emphasis on birds. Sponsors monthly field trips to see birds, nature and plants. Publish newsletter/journal 'Elepaio.

Raises and distributes funds to non-profit projects on Molokai. Does not provide financial aid to individuals. Provides direct assistance in management, incubation and funding to non-profit programs and projects that address community needs. Applications for funding are accepted annually.

(HCNP, Nutrition Program - Hawaii County, Meals on Wheels) Nutrition Sites provide morning activities and lunches in congregate settings for seniors, 60 years old or older. Meals on Wheels are available for seniors, 60 years old or older, who are homebound due to illness or disability.
