(Act 278) Kauai Economic Opportunity has been contracted to administer the Eviction Mediation Pilot Program. This two-year pilot program requires early and free mediation between landlords and tenants before eviction for nonpayment of rent. The program runs February 5, 2026 - February 4, 2028. Tenants have 10 calendar days to respond to an eviction notice. If a tenant requests mediation in 10 day notice period, then the landlord must participate before filing for eviction. Provides temporary assistance and information for residents of the Island of Hawaii who have tested positive for COVID-19 and cannot safely self-quarantine or self-isolate at home. Provides housing, case management, and nutrition services to Hawaii residents on Island of Oahu with disabilities, including HIV/AIDS and have very low income. Housing services include transitional shelter, short-term rent assistance, utility assistance, security deposit assistance, and rental subsidy programs. Case management is provided in conjunction with housing assistance. Nutritional services includes grocery distribution, home delivery to the house bound, and twice weekly hot lunches.
