(Women Infants and Children Nutrition Program) The Special Supplemental Nutrition Program for Women, Infants and Children (WIC), is a federally funded program which provides Hawaii residents with nourishing supplemental foods, nutrition education, breastfeeding promotion and health and social service referrals. The participants of WIC are either pregnant, breastfeeding, or postpartum women, and infants and children under age five who meet income guidelines and have a medical or nutritional risk. (PAS) Patient Assistance Services assists patients with completing applications for medical insurance and medication assistance with the State Med-QUEST program, Medicaid, Medicare, Sliding Scale Fee, Federal Health Insurance Marketplace, etc, assists patients in coordinating interpreting services, and provides homeless outreach and home visits to complete applications.

Provides opportunities and manages facilities for non-organized, outdoor, aquatic recreational activities such as sportfishing, underwater photography and studying aquatic life. Operates and stocks freshwater public fishing areas on Hawaii, Kauai and Oahu. Shoreline Fishery Management monitors accidental introduction of foreign aquatic species. National Cancer Institute's (NCI) Cancer Information Service provides up-to-date information on cancer. Our trained Information Specialists provide personalized responses to a range of cancer topics, including: cancer research and clinical trials, how to find cancer treatment centers, cancer prevention, risk factors, symptoms, early detection, diagnosis, treatment, and living with cancer.

(Domestic Violence Advocacy) Families who are enrolled in Temporary Assistance for Needy Families (TANF) or Temporary Assistance to Other Needy Families (more commonly known as “welfare”), are required to be engaged in activities that will ultimately lead them to self-sufficiency. Program recipients for whom issues of safety and domestic violence are interfering with their progress can call upon Domestic Violence Advocacy to help them find support to change their situations. Services include: assessment, service planning, counseling services, case management and linkage and referral. Provides client advocacy for women referred by Department of Human Services (DHS) in need of case management and support to leave domestic violent relationships. Six month time period given to provide victims the opportunity to gain focus and perspective of their personal goals and career choice.

(Office of Consumer Protection, OCP) For questions about filing a complaint against a professional or vocational licensee, or to report unlicensed activity. Provides helpful information to consumers on a variety of topics, including hiring a licensed contractor & protecting yourself against unlicensed activity. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households. The Hawaii Department of Human Services (DHS) has received federal approval for a temporary waiver allowing Supplemental Nutrition Assistance Program (SNAP) households to purchase hot foods using their benefits at authorized retailers statewide, from April 17 through May 16, 2026. The waiver, approved April 17 by the U.S. Department of Agriculture Food and Nutrition Service (FNS), provides critical flexibility for households impacted by the March 2026 Kona Low weather events, which caused widespread flooding, power outages and damage to homes across the state. Under normal circumstances, SNAP benefits cannot be used to purchase hot or prepared foods. This temporary waiver allows eligible households to buy hot meals, helping those who may be unable to cook or safely store food due to ongoing impacts from the disaster. FNS approved the waiver statewide in recognition of the severity and widespread effects of the Kona Low weather systems, which resulted in displacement and ongoing challenges for affected households. “Authorized SNAP retailers across Hawaiʻi have been notified of the waiver and may begin accepting SNAP benefits for eligible hot food purchases during the approved period,” said DHS Deputy Director Joseph Campos. “Retailers will require 24 to 48 hours from April 17 to make necessary updates to their point-of-sale systems to support hot food purchases.” The waiver is authorized under Section 412 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and Section 5(h)(1) of the Food and Nutrition Act of 2008. DHS may request an extension of the waiver if conditions warrant additional relief. (Child Care Connection Hawaii, Arbor, CCCH) Child Care Subsidy (CCS) program helps low-income families to sustain their employment, educational efforts and job training by paying a subsidy for their children who are in the care of Department of Human Services (DHS)-approved child care providers. Unless child care is required for protective purposes, families must meet income and activity requirements to qualify for this subsidy program.

(VLA) The VLA project focuses on disabled and elderly veterans and family members who are residents of the state of Hawaii and who want assistance with filing benefits claims with the U.S. Department of Veterans Affairs. (HEFAP, Hawaii Emergency Food Benefit, HEFB) The Hawaii Emergency Food Assistance Program (HEFAP) is a new state-sponsored food benefit that is separate from the Supplemental Nutrition Assistance Program (SNAP) benefit. HEFAP will provide a benefit of $250 per person in a household. The HEFAP will be restricted to purchase food and groceries at retail locations that accept Electronic Benefit Transfer (EBT) cards.
