The Kauai DHO serves the community with proficiencies in emergency preparedness, family health services, public health nursing, services for the developmentally delayed, environmental health services (vector control, clean air, clean water, and sanitation programs), vital statistics (births, marriages, and deaths), communicable disease control, and mental health services. Provides temporary assistance and information for residents of the Island of Kauai who have tested positive for COVID-19 and cannot safely self-quarantine or self-isolate at home. (Summer EBT) Summer EBT, also called SUN Bucks, is a new and permanent program to provide benefits to households with school-aged children to purchase food during the summer. Households will receive $177 for each qualifying child, to be spent during the summer months. Eligibility must be established annually. The SUN Bucks Program for Summer 2025 operating period will be from May 31, 2025 through August 3, 2025. When will SUN Bucks expire? Unused benefits expire 122 days after the date benefits are issued. Please use the benefit within that time frame. Once expired, the benefit cannot be reloaded. For children who automatically qualify, the SUN Bucks EBT card with the $177 benefit already loaded will be mailed out by FIS starting the week of May 19th via USPS. Households should anticipate that it may take 1-2 weeks for delivery. Cards are sent to the mailing address based on the child’s school records, or the household's mailing address per their SNAP or TANF case if the household participates or has participated in those programs. Community-based Pregnancy Services provides counseling and supportive services to women experiencing a crisis due to an unplanned pregnancy and their families, with special attention to pregnant teens. Service assists clients to explore all their viable options concerning their pregnancy and to make informed decisions and plans for themselves and their child. Pregnancy Services provides community outreach in order to reach the women and teens in need of services, and assists them in accessing services, advocacy, information and other resources to meet their needs (such as WIC, Medicaid, AFDC.) Birth options counseling is provided if requested as well as planning and assistance through the process for the individual, partner and family.

--The Salvation Army is suspending financial assistance distributions at The City and County of Honolulu Community Assistance Center at Waialua District Park as of April 7, 2026, with its Emergency Disaster Services pivoting to provide meals at county shelters during the current storm event.
