(Act 278) Kuikahi Mediation Center has been contracted to administer the Eviction Mediation Pilot Program. This two-year pilot program requires early and free mediation between landlords and tenants before eviction for nonpayment of rent. The program runs February 5, 2026 - February 4, 2028. Tenants have 10 calendar days to respond to an eviction notice. If a tenant requests mediation in 10 day notice period, then the landlord must participate before filing for eviction. (Sultan Early Intervention Program, Easter Seals Sultan Early Intervention Program) Easterseals Hawaii provides individualized early intervention services to children under 3 with or at risk for developmental delays and their families. Services include: Development of an Individualized Family Support Plan (IFSP); Parent coaching and family support; Developmental evaluations; Resources, information, and referral services; Assistance to families in transition planning for their child’s transition into the Department of Education special education, Head Start or preschool. (Hoala Hou - High Risk Reduction) Provides prevention services to youth ages 10-17. Department staff utilizes Best Practice or Evidence Based prevention curriculums to educate youths and parents on the dangers of substance abuse/use. The department also works to develop a variety of prevention curriculum, incorporating Hawaiian values, culture, and practices. Our Cancer Rehabilitation Program (CRP) is a comprehensive program that provides outpatient rehabilitation to cancer patients and survivors. Whether newly diagnosed or finished with treatment, we can help decrease pain and enable individuals to safely and effectively regain independence. Our goal is to help patients love their life as they did before cancer. For those who want to increase their independence and fulfill rehab goals, the CRP may be the right path. Patients work with a team of cancer rehabilitation specialists, including physical therapists and exercise physiologists, to create a program tailored specifically towards improving quality of life.

(Therapeutic Crisis Homes) The Therapeutic Crisis Homes (TCH) program provides youth the opportunity to stabilize with trained TCH parents who provide them with support and guidance they need to return to their families safely. Services are offered to each youth based on his/her individual needs. Youth are provided with individual counseling and family counseling with the ultimate goal of reunification with their families within 3 to 7 days. Crisis Home Parents provide a safe environment for youth ages 5 years old - 17 years old to stabilize their emotional and physical situation in time of crisis. Services included support, guidance and individual as well as family counseling to stabilize the situation so that youth can reunite with their families within 3-7 days. Trained staff professionals also help to develop an after-care plan for families and referrals to public and private follow-up services.
