Serves current and former foster youth in Hawai‘i who are transitioning out of the foster care system, into adulthood. The program provides a group process for youth to celebrate their emancipation from foster care and to assist them in planning for their independence. Provides mental health assessments and parent-child interactive therapy. Provides financial assistance for educational and self-esteem building activities for children in foster care. We work to empower our clients to become more independent and participate fully in the communities where they live, work, and play. Program focus areas are enhancing independence, person-centered planning, social skills and enrichments, community integration and access, employment skills, personal care, and daily living skills. Adult Home and Community-based Services include group and individual services; employment services, Adult Day Health (ADH), Community Learning Service (CLS), Community Learning Service-Individual (CLS-I) for adults with intellectual and developmental disabilities such as autism and down syndrome.

(BEST, MEO BEST) Serves presently and formerly incarcerated men and women to make a successful transition from prison back to the Maui community. The primary goal is to provide supportive services so that individuals do not return to incarceration. Employment assistance, job training assistance, housing placement assistance, mentor matching, cultural activities, and family reunification services are provided.

The Reel Camps provide a courageous and safe environment for girls (cis/trans), femmes, non-binary, gender-fluid, and gender-queer youth, as well as any other youth who identify outside of the gender binary. It is a place where they can express their creativity, boost their confidence, and embark on a journey of personal transformation. Participants learn to create and share their own stories, which are meaningful and deserve to be heard and seen.

Maintains a sanitary and healthful environment through prevention, inspection, education, and enforcement activities. Youth drop into the space and are given the opportunity to earn a bike by learning how to fix and maintain a bike in addition to volunteering to help maintain the flow of the shop. Each year there are 400 donated bikes that are refurbished by youth and about 4000 bikes are repaired though 9000 youth service hours.

The Hawaii Department of Human Services (DHS) has received federal approval for a temporary waiver allowing Supplemental Nutrition Assistance Program (SNAP) households to purchase hot foods using their benefits at authorized retailers statewide, from April 17 through May 16, 2026. The waiver, approved April 17 by the U.S. Department of Agriculture Food and Nutrition Service (FNS), provides critical flexibility for households impacted by the March 2026 Kona Low weather events, which caused widespread flooding, power outages and damage to homes across the state. Under normal circumstances, SNAP benefits cannot be used to purchase hot or prepared foods. This temporary waiver allows eligible households to buy hot meals, helping those who may be unable to cook or safely store food due to ongoing impacts from the disaster. FNS approved the waiver statewide in recognition of the severity and widespread effects of the Kona Low weather systems, which resulted in displacement and ongoing challenges for affected households. “Authorized SNAP retailers across Hawaiʻi have been notified of the waiver and may begin accepting SNAP benefits for eligible hot food purchases during the approved period,” said DHS Deputy Director Joseph Campos. “Retailers will require 24 to 48 hours from April 17 to make necessary updates to their point-of-sale systems to support hot food purchases.” The waiver is authorized under Section 412 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and Section 5(h)(1) of the Food and Nutrition Act of 2008. DHS may request an extension of the waiver if conditions warrant additional relief. (Kauai Teen Court) Teen Court is a collaborative effort between the Kauai Police Department (KPD), Prosecutor, County of Kauai, Family Court Fifth Circuit, Hale 'Opio Kaua'i, Inc, and youth serving public and private sector agencies to provide a diversionary program from Family Court for first time misdemeanor or status offending youth between the ages of 10 and 18. Juveniles who have admitted guilt and are prepared to be sentenced by their peers will be given a hearing. Teen Court judges selected from a pool of practicing judges, attorneys, and trained teens serve as court officers. Sentences may include referral to mediation or anger management classes, substance abuse counseling, tutoring, or to a mentor. All youth completing sentencing serve on at least three juries.

(H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention-Windward, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round.
