Disability and Communication Access Board reviews and assesses the problems, needs, services and resources in the State of Hawaii including, but not limited to, employment, education, social services, civil rights, public facilities, housing, vocational training, rehabilitation and recreation. The board publishes educational materials, sponsors workshops and provides technical assistance to industries/agencies, conducts research studies, advises State and County agencies on issues related to persons with disabilities, and conducts testing of sign language interpreters and issues state credential based on test results. The board administers the statewide program for parking for persons with disabilities. They serve as the designated state agency to coordinate state ADA compliance for access to services, employment, telecommunications, and facility and site design, establishes state guidelines for communication access services for persons with disabilities, establishes state guidelines for parking for persons with disabilities, and maintains a statewide database for parking placard. Provides a comprehensive recreational program in the community. Facilities include a multi-purpose building, a gymnasium, a swimming pool, tennis courts and outdoor basketball and volleyball courts, and a field. There are three program periods throughout the year: Fall, spring, and summer. Activities are geared for all ages, including classes in arts and crafts, Hawaiiana, games and sports, music and dance, seasonal activities and crafts, excursions and swimming. A list of activities, registration dates, and program period information is published in the Midweek prior to registration.

(Pahoa Women and Childrens Health Center) Child immunizations and vaccinations, wellness exams, well child visits, and preventative services.

Prevents and protects persons and property against crime. Enforces county ordinances and state laws. Investigates missing persons, juvenile offenses and criminal activity. Coordinates traffic safety. Registers and issues firearm permits. Administers and promotes community education and prevention programs such as Crimestoppers, DARE, Neighborhood Watch.

Keiki To Kupuna Foundation (KTKF) delivers frozen meals to the homebound and isolated seniors. Each senior receives 5 or 7 meals a week. Program also provides private pay meals for anybody who needs frozen meals - accepts donations of $40 for 5 individual frozen meals gets delivered to the customers' home.

Provides comprehensive social work services to seriously mentally ill adults including assessment, assistance in development of individualized service plan. Provides advocacy, and supportive counseling. Offers linkage and referral to additional services such as treatment, housing, psychosocial rehabilitation and entitlement acquisition (welfare, SSI benefits, etc.). Assists in independent living skill building, and provides psycho-education.

(DPP) The Department of Planning and Permitting coordinates Honolulu's long range planning and community planning efforts; prepares, maintains, and administers zoning, subdivision, building, and environmental protection ordinances, rules and regulations, amendments, and revisions. Establishes review procedures for land use, subdivision, and building applications. Hears and determines petitions for varying the application of the zoning ordinance. Oversees all functions of land use policy planning and implementation. The Zoning Board of Appeals hears and determines appeals from action of the Director of Planning and Permitting, in the administration of zoning and subdivision ordinances and regulations. The Design Advisory Committee advises the department on design issues related to major project proposals in special districts. A Cup of Cold Water is an outreach care van ministry of the Episcopal Churches on Maui and Community Friends delivering basic needs of water, nutrition, clothing and comfort to the neediest of Maui's people. Weekly runs are made to the homeless in Central, West and South Maui on days and times when they are not serviced by others. A Cup of Cold Water Care is an all volunteer outreach and all donations go directly to meeting the basic needs (plus a lot of comfort) of the homeless clients served. A Cup of Cold Water does not help with housing.

(Family Peace Center - Maui) Maui Family Peace Center teaches non-violent problem-solving skills for families struggling with adult aggression and behavioral dysfunction, emphasizing partnership, equality, and respect among families. Support for survivors/victims and child witnesses of domestic violence that includes individual and group counseling, case management, parental classes, community referrals and legal system advocacy. Support for offenders includes violence intervention groups. Adolescent services provided free of charge for those in need of effective problem solving skills to manage anger and/or those exhibiting violent behavior and anger control issues; anyone can refer themselves or a family member. Community education and training for schools, community groups, and agencies available.

Conducts surveillance and investigation of communicable diseases (other than tuberculosis, Hansen's Disease, and sexually transmitted diseases). Implements control measures necessary to decrease and prevent infectious disease, including provision of vaccines to health care providers. Provides information to the public about infectious diseases and immunizations. Provides patient referral letters for a free (STDs) chlamydia, gonorrhea or syphilis test.

Enforces laws, rules and regulations relating to the conservation and preservation of land and natural resources. Verifies leases, permits and licenses issued by the DLNR. Enforces laws relating firearms, ammunition and dangerous weapons. Controls and manages beaches with public access. Participates with search and rescue efforts locally.

Assists Chinese speaking immigrants to discover and obtain community resources and services. Provides assistance in completing application forms for food stamps, Quest Medical Housing, HeadStart/Open Doors and others. Services include notary public and general referral.

Maintains professional association for psychologists. Provides a free online and telephone referral service to aid the public in finding a psychologist.

(SFMNP) Hawaii’s Senior Farmers' Market Nutrition Program (SFMNP) offers eligible seniors $50 worth of coupons (10 coupons valued at $5 each) to obtain eligible foods without charge from participating farmers, farmers’ markets and roadside stands that have been approved to accept SFMNP coupons. Applications accepted starting April 1st. The program runs April 1st - October 31st. Maximum household income of 185% or below of the US Federal Poverty Guidelines. Responsible for fire protection, rescue, HazMat, emergency medical response and ocean rescue services. Provides fire prevention education. Dispatches fire fighters and rescue squad personnel for emergencies. Issues firework permits. Blood pressure screening is offered at all Kauai Fire Stations except at the Kauai Fire Department administration office.

(DUA) --The deadline for filing DUA is June 15, 2026, which is 60 days from the disaster declaration date. Applications submitted after the deadline will be considered untimely, and DUA benefits may be denied unless the individual provides good cause for late filing.-- Disaster Unemployment Assistance (DUA) is available for eligible unemployed employees, self-employed individuals, farmers, and fishermen engaged in business at the time of the disaster. Eligibility for DUA benefits is determined on a week-to-week basis for each week a claim is filed. Eligible individuals may receive DUA benefits beginning the week of March 15, 2026, through the week ending October 10, 2026.
