Family Support Unit does paternity establishment for the Child Support Enforcement Agency (CSEA). Assists in establishment of paternity and child support for children born out of wedlock. Paternity and support may also be established for children born during a marriage but whose natural father is not the husband. Paternity may be established in certain circumstances when the absent parent lives out of state.

The Family Law Division performs all Family Court actions on behalf of the state including child and adult protective services, truancies, adolescent mental health cases, involuntary civil mental commitments hearings, minor and adult guardianship, adoptions, etc. Our specialized units (Family Support Unit) perform paternities and (Dead Beat Parents Unit) dead beat parents. The division also provides support to the Child Support Enforcement Agency.

Child Support Enforcement Agency - Hilo

Collects and distributes child support funds in all new divorce and paternity cases, newly modified orders, as well as those cases handled in the past. Legally establishes the identity of the father of children born out of wedlock. Obtains court and administrative orders for child support which are enforceable against parents who have a duty to provide support. Locates parents who are not complying with existing child support orders and enforces payment through wage assignment, income tax refund intercept and other legal means. Ensures medical coverage for children.
The Statewide Disbursement Branch (SDB) processes all child support payments. Certified checks or money orders payable to the Child Support Enforcement Agency should be mailed to following address:

Starfish Mentoring Program

Ho'ola Na Pua's Starfish Mentoring Program (SMP) provides mentoring with trauma-informed care and support that addresses the unique needs of survivors of sex trafficking and those at risk. Weekly meetings are activity-based and led by extensively trained mentors aged twenty-one or older. Mentors offer support and advocacy while serving as positive role models to program participants. Referrals to the program can be made through service providers, law enforcement or family members by calling or texting 808.222.1872.
The Starfish Mentoring program does not adhere to strict hours of operation and can be available after hours as well.
Program service are community based, so they happen through the island of O'ahu.

(Childrens Advocacy Center of West Hawaii) Provides a safe, neutral place for child abuse investigations by trained interviewers who are specialists in child abuse and neglect. In order to minimize the number of interviews, proceedings can be videotaped and/or audiotaped. Provides training for professionals in interviewing children in order to provide a neutral, professional investigation. Coordinates civil and criminal court actions. Coordinates the activities of all agencies involved with the child.
