Investigates discrimination charges filed under Title VII of the Civil Rights Act of 1964, as amended (race, religion, color, sex, and national origin); the Age Discrimination in Employment Act (ADEA), the Equal Pay Act (EPA) and the Americans with Disabilities Act (ADA), against private employers on state and local governments. Seeks full and effective relief for victims of employment discrimination in court or in conciliation agreements before litigation, and seeks to prevent recurrence.

(Temporary Disability Insurance, TDI) Enforces labor laws relating to workers compensation (wage replacement benefits, medical or hospital care for work-related illness or injury), temporary disability insurance (wage replacement benefits for non-work-related illness or injury), and prepaid health care (medical or hospital care for non-work-related illness or injury).

The Hawaii State Food and Drug Branch conducts investigations and inspections wherever foods, drugs, cosmetics, medical devices and related products are manufactured, packed, stored, distributed or sold. Prevents public exposure to adulterated and misbranded food by identifying and correcting food safety problems before consumers are placed at risk. Ensure the removal from the sale products (food, drugs, cosmetics and medical devices) recalled by FDA or the manufacturer by contacting and inspecting wholesalers, distributors and retail stores.

Enforces federal wage and hour statutes including Fair Labor Standards Act, Wage Garnishment, Employee Polygraph Protection Act, Immigration Reform and Control Act, Service Contract Act, Family and Medical Leave Acts, Davis Bacon Act, various "Whistle Blower" Acts, Public Contract Acts and others. Enforces laws concerned with child labor, overtime, prevailing wages and fringe benefits, farm labor employee protection, etc. Majority of employees in Hawaii may be covered by one or more of these laws. Enforcement responsibility is similar to that of the Wage Standards Division of the state Department of Labor and Industrial Relations.

Disability and Communication Access Board reviews and assesses the problems, needs, services and resources in the State of Hawaii including, but not limited to, employment, education, social services, civil rights, public facilities, housing, vocational training, rehabilitation and recreation. The board publishes educational materials, sponsors workshops and provides technical assistance to industries/agencies, conducts research studies, advises State and County agencies on issues related to persons with disabilities, and conducts testing of sign language interpreters and issues state credential based on test results. The board administers the statewide program for parking for persons with disabilities. They serve as the designated state agency to coordinate state ADA compliance for access to services, employment, telecommunications, and facility and site design, establishes state guidelines for communication access services for persons with disabilities, establishes state guidelines for parking for persons with disabilities, and maintains a statewide database for parking placard. Conducts labor law compliance investigations relating to unpaid wages, vacation, and holiday pay, illegal deductions, late pay, pay statement, and notification requirements; minimum wage, overtime, and payroll record keeping; and prevailing wage and overtime.

Regulates and supervises all state-chartered financial institutions through a program of licensing, enforcement and examinations. Note: Certain financial institutions operating in Hawaii are chartered under federal laws and division has no jurisdiction over those institutions.

Audits, inspects and investigates production, distribution and adjustments related to milk quotas and licenses. Reviews and recommends adjustments of minimum prices paid to producers and production quota to assure a fair return on investment.
