(North Shore Food Bank) North Shore Food Bank provides a walk up or drive through food distribution at Kaiaka Bay beach park. Additional community services include help with community health servies, Supplemental Nutrition Assistance Program (SNAP) application help, and other information for person who may be houseless. Governs the importation of dogs and cats into Hawaii. Operates the Animal Quarantine Station. Dogs and cats meeting specific pre and post arrival requirements may qualify for 5-day-or-less quarantine or direct release at Honolulu International Airport after inspection. Depending on a pet's rabies vaccination status, it takes between 4 1/2 to 7 months to prepare a pet to qualify for the 5-Day-or-Less program. Dogs and cats not meeting all of the specific 5-Day-Or-Less program requirements are quarantined up to 120 days upon arrival in Hawaii.

(Hoala Hou - High Risk Reduction) Provides prevention services to youth ages 10-17. Department staff utilizes Best Practice or Evidence Based prevention curriculums to educate youths and parents on the dangers of substance abuse/use. We continue to provide on-going substance free activities at various schools statewide and partner with other local agencies. The department also works to develop a variety of prevention curriculum, incorporating Hawaiian values, culture, and practices. (Food Pantry) Saint Raphael's Church provides a bag or a box of food to those that are in need, mainly canned goods. They occasionally provides eggs, meat and toiletries. The pantry will be open the 3rd Thursday of the month in November and December 2025.

(Act 278) Kauai Economic Opportunity has been contracted to administer the Eviction Mediation Pilot Program. This two-year pilot program requires early and free mediation between landlords and tenants before eviction for nonpayment of rent. The program runs February 5, 2026 - February 4, 2028. Tenants have 10 calendar days to respond to an eviction notice. If a tenant requests mediation in 10 day notice period, then the landlord must participate before filing for eviction. Our Cancer Rehabilitation Program (CRP) is a comprehensive program that provides outpatient rehabilitation to cancer patients and survivors. Whether newly diagnosed or finished with treatment, we can help decrease pain and enable individuals to safely and effectively regain independence. Our goal is to help patients love their life as they did before cancer. For those who want to increase their independence and fulfill rehab goals, the CRP may be the right path. Patients work with a team of cancer rehabilitation specialists, including physical therapists and exercise physiologists, to create a program tailored specifically towards improving quality of life.
