(Hui Malama Ola Na Oiwi) We provide disease prevention and health promotion services through advocacy, accessibility, and education. We offer Case Management Services (such as home visits to conduct blood pressure checks, glucose checks, assistance with applications for medical insurance), and referrals to other health-related agencies. We also provide Health Education (Diabetes, Hypertension, Nutrition, and Tobacco Cessation), Traditional Healing Workshops and Classes, as well as one-to-one services by referral. Specialty Transportation provided to medical-related appointments (based on needs and availability)- for individuals restricted to a wheelchair or gurney.

Offers classes and conducts special events to perpetuate and enhance the appreciation of the cultures and art of the island. Classes include: art, dance, hula, lauhala weaving, batik silk screening, stained glass, watercolor painting, etc. Co-sponsors the Steel Guitar Ho'olaulea, bonsai shows, Shakespeare in the Park programs, children's theatre, Dance Extravaganzas, Spring Arts Festival, and other programs and events of cultural enrichment.

The Kauai Independent Food Bank (KIFB) makes referrals for food to the public (individuals needing food). Referrals are made to the 50 distribution sites throughout Kauai and specifically non-profit member agencies and churches on Kauai. The KICB Food pantry on the 2nd and 4th Wednesday of the month 10:00 am – 1:00 pm. Call for emergency food on days without a food pantry. Please bring a reusable bag and and ID if possible.

(Hawaii Relief Program) Vibrant Hawaii is helping people to complete the Hawaii Relief Program applications. Eligible applicants may receive up to four months of financial assistance, including: -Up to 4 months of rent or mortgage (up to $6,000 per month) -One time security deposit (actual housing deposit amount up to the maximum of $6,000) -Up to 4 months of utility assistance ($2,000 per month per utility source) -One time Utility deposit (up to $3,000 per utility source). Utility payments may include electricity, gas, or water expense, or a combination of these utility sources. Water expense may include sewer service fees. Payments are made directly to landlords, mortgage lenders, or utility providers. (Ohana Finding) Family Finding is a process designed to identify, locate and engage family members of children and youth who are in foster care. Family Finding utilizes database case mining and internet searches to identify and locate family and other possible relatives. Individuals who are identified as possible relatives are verified via phone contact and/or letters, and names of confirmed family members are compiled onto maternal and paternal family lists. These lists are then submitted to Child Welfare Services (CWS), the GAL, and the EPIC Ohana Conference coordinator or the Ohana Connections specialist to assist them in engaging relatives to help care for, provide support for, or reconnect to the child in care. (TANF/VR First To Work Program) The program provides job training, placement, and case management services for individuals receiving TANF (Temporary Assistance for Needy Families).

Prevents and protects persons and property against crime. Enforces county ordinances and state laws. Investigates missing persons, juvenile offenses and criminal activity. Coordinates traffic safety. Registers and issues firearm permits. Administers and promotes community education and prevention programs such as Crimestoppers, DARE, Neighborhood Watch.

Administers and enforces standards of conduct provisions of the State Ethics Code, Chapter 84, Hawaii Revised Statues. Standards of conduct include provisions on conflicts of interests; gifts and reporting of gifts; fair treatment; confidential information; state contracts; and post employment. Standards apply to elected and appointed state officials, employees, and board and commission members. Standards do not apply to judges or to federal or county officials or employees. Administers and enforces financial disclosure requirements for state officials, employees, board and commission members, and candidates for state elective office. Administers and enforces the State Lobbyists Law, Chapter 97, Hawaii Revised Statutes. Lobbyists Law includes registration and reporting requirements for lobbyists and persons and organizations involved in lobbying the state legislative and executive branches.

Hina's Legacy Rescue Foundation actively recruits volunteers to assist with rescues, foster care, and community events. We provide comprehensive training to ensure volunteers are prepared to support animals in a meaningful way, whether through hands-on care, helping at adoption events, or educating the public about animal welfare.

(MRTP, Maui Relief TANF Program) The Maui Relief Program is separate from the ongoing TANF cash assistance benefit and has a different application process, eligibility criteria and requirements. The Maui Relief Program is a program that provides benefits to eligible families with dependent children who were directly impacted by the wildfires. The program benefits are not intended to meet a family’s recurring needs and will not extend beyond four (4) months. Survivors are strongly encouraged to apply for FEMA Individual Assistance prior to applying for support through the Maui Relief TANF Program. DHS wants to ensure families maximize available disaster relief efforts. The Program benefits are considered “non-assistance”; therefore, is independent of the DHS’s TANF cash assistance program. The Program benefits are being established solely to address the specific crisis situation and episode of need for families who were directly affected by the wildfire disaster. The Program benefits will be issued as a disaster relief in the form of a lump-sum payment to the family or a direct payment to a vendor such as a landlord, automobile dealership, or a utility company. The Program will help families, with household incomes that do not exceed 350% of the federal poverty level: -secure and pay for short-and long-term housing -make a down payment and pay for a car payment for up to 4 months -secure and pay for utilities for up to 4 months -purchase clothing for eligible family members and school supplies for school-aged children. A family may apply for Maui Relief TANF support based on their current needs and apply later for other remaining support available to the family. This support may be provided in addition to FEMA Individual Assistance if a family has exhausted its FEMA assistance and critical needs still exists. There is no citizenship requirement. Non-federal funds may be available to assist families with dependent children who are not eligible for the federally-funded Program. Applicants will be provided ten (10) days from the date of the request to provide additional information and supporting documents. Applicants must report changes within 10 days of the change occurring. For example, if the support was for a car and the car was sold, then that change must be reported within 10 days.

(ADLRO) The Administrative Driver’s License Revocation Office (ADLRO) is responsible for: Conducting reviews and hearings related to the administrative revocation of driving privileges of respondents arrested in violation of HRS §291E-61 or §291E-61.5 for operating a vehicle while under the influence of an intoxicant. Issuing review and hearing decisions, and determining the period of revocation to be imposed, and related matters. Issuing ignition interlock permits and employee driver’s permits to eligible respondents whose driver’s licenses have been revoked. Maintaining a record of all reviews, hearings, and decisions, and making such data available to related agencies. Provides meetings for people with a drug problem. Some meetings are limited to substance abusers or women only. On August 8, 2023, a series of wildfires affected the city of Lahaina, on the island of Maui. Please call the Maui Helpline for the current status of meetings on the island.

The Respite Home program provides respite care as needed to families that are linked with the Department of Health Child and Adolescent Mental Health Division (CAMHD). The families that use the Respite Home therapeutic living program have behaviorally challenging youth in their homes and have used all of their resources to be able to maintain them on a constant basis. Respite Home services are designed to give these families short-term dependable relief to allow them to rejuvenate and provide a more stable family environment upon the youth’s return. This will hopefully decrease the potential for abuse and neglect and prevent placement of the youth in a more restrictive setting. Services included: -Activities that support daily living skills. -Culturally relevant recreational and social activities. -On-call crisis intervention and support. -Medication monitoring.

The Office of Housing and Community Development is responsible for the planning, administration and operation of all of the County of Hawai‘i’s housing programs such as the Section 8 rental assistance for qualified families. Its overall goal is to provide for the development of viable communities in Hawaii County by providing decent housing, suitable living environments and expanding economic opportunities.

(Mana'olana Emergency Homeless Shelter) Provides emergency shelter for homeless individuals and families. Offers case management to help link residents to resources in the community to help stabilize them and begin to rebuild their lives. Mana’olana Emergency Shelter and Transitional Housing is located adjacent the KEO office at 2808 Wehe Road, Lihue HI 96766. Also offers dinner meals, showers, sleeping and laundry facilities.
