Youth identified as requiring intensive mental health services may be enrolled with the Department of Health (DOH) Family Guidance Center (FGC) located in the school district of their home school. They are assigned an FGC Mental Health Care Coordinator (MHCC) at that time. The youth may, and often will, continue to receive School-Based Behavioral Health (SBBH) services and supports from the Department of Education (DOE) in conjunction with the intensive mental health services.

Serves as the liaison office for the Governor's Office in American Samoa. Anti-Bullying Lunchtime Program provides schools with a positive activity for students to curb fighting and eliminate negative activities among students during lunch period. Low COPE (Challenging Outdoor Personal Experience) course activities are utilized and students participate in sports theme activities. The low cope course activity is used for communication, cooperation, decision making, leadership and teamwork. This program is at the 4 elementary schools 3rd thru 5th grade level. The students participate 4 times a month for 1 hour and 15 minutes.
