North Shore Mental Health provides services to clients in adult behavioral and mental health. Serves environmentally at-risk families. Participants include prenatal women and families with children birth to three years old. The infants and children are considered at-risk for child abuse and neglect and developmental delays. The program provides comprehensive home visitation, child development screening and intervention, as well as psychosocial assessment, and motivational readiness for treatment and brief counseling. The intensity of the program varies over the course of service, starting with weekly home visits, and reducing the frequency as the family and child meet their goals.

The objective of the Housing Division is to create housing opportunities for low and moderate income residents through partnerships with community organization with the objectives of: Developing long-term affordable rental housing units, increasing availability of home ownership opportunities, developing special needs housing with appropriate support services

Operation Hero is an afterschool program that targets military children who have been identified by teachers, counselors, or parents as exhibiting low self-esteem, or who have difficulty adjusting, both academically and sociall t the school environment. Oftentimes, these difficulties can be attributed to frequent moves and family disruption due to deployments. The curriculum is designed to help children cope with the challenges of military life, provide tools to help them succeed in school, and assist them in developing a positive self-image while improving communication skills. This program promotes social responsibility through team-building activities and targets children.

Scholarships are given as a reimbursement for the tuition of college-level courses in early childhood education, for Professional and Career Education for Early Childhood (PACE) classes taken if converted to college credits, or for direct assessment fees in obtaining a Child Development Association (CDA) certificate. (VLA) The VLA project focuses on disabled and elderly veterans and family members who are residents of the state of Hawaii and who want assistance with filing benefits claims with the U.S. Department of Veterans Affairs. Also offers referrals to volunteer attorneys through VLSH's pro bono program for legal advice and direct services for: Family Law, Tenant Rights, Collections and Bankruptcy, Estate Planning/Probate, Re-Employment and Community Service Program (Oahu only).

Disability and Communication Access Board reviews and assesses the problems, needs, services and resources in the State of Hawaii including, but not limited to, employment, education, social services, civil rights, public facilities, housing, vocational training, rehabilitation and recreation. The board publishes educational materials, sponsors workshops and provides technical assistance to industries/agencies, conducts research studies, advises State and County agencies on issues related to persons with disabilities, and conducts testing of sign language interpreters and issues state credential based on test results. The board administers the statewide program for parking for persons with disabilities. They serve as the designated state agency to coordinate state ADA compliance for access to services, employment, telecommunications, and facility and site design, establishes state guidelines for communication access services for persons with disabilities, establishes state guidelines for parking for persons with disabilities, and maintains a statewide database for parking placard.
