We also support local Department of Education school incentive programs in the Nanakuli-Waianae complex to help promote academics and attendance.

Also collaborates with the Department of Education in providing school readiness materials and programs.

Programs include Head Start, the Low-Income Home Energy Assistance Program (LIHEAP), food assistance, employment services, after-school STEM, and individualized case management.
HCAP also promotes community development and advocacy through resident advisory councils and private-public volunteer opportunities. Volunteers are encouraged to contact HCAP for opportunities to help children, youth and adults in need.

Provides rental subsidies (through the Housing Choice Voucher Program) to very low income families. Under the Housing Voucher Program, the maximum subsidy is primarily based on an applicable payment standard less 30% of the family's monthly adjusted income, but no less than $50; the family pays the balance of the rent. A family is responsible for securing a rental unit which meets program standard.
