Temporary Assistance for Needy Families and Temporary Assistance for Other Needy

(TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households. Serves environmentally at-risk families. Participants include prenatal women and families with children birth to three years old. The infants and children are considered at-risk for child abuse and neglect and developmental delays. The program provides comprehensive home visitation, child development screening and intervention, as well as psychosocial assessment, and motivational readiness for treatment and brief counseling. The intensity of the program varies over the course of service, starting with weekly home visits, and reducing the frequency as the family and child meet their goals.

Includes information on faulty wiring and other electrical hazards, kitchen fires, smoking risks, child-related fire safety, flammable materials storage, brush clearance, fire retardant building materials and ground cover and other similar topics. Provides fire education and code enforcement. Issues special fireworks and public firework display permit. Also issues tent permits, portable extinguishers and systems permits, flammable finish permits, public assembly permits, and tank permits. Fireworks permits may be obtained from all Satellite City Halls for these holidays: New Year’s, Chinese New Year, and Independence Day (Fourth of July). For fireworks permits other than on the holidays listed, go to the Honolulu Fire Department Fire Prevention Bureau. Fireworks permits will not be issued at any fire station.

Waikiki Health's HIV Early Intervention Services Program is committed to the early detection and treatment of HIV, which can help prevent the onset of AIDS and other opportunistic infections. Confidential HIV and Hepatitis C testing and counseling are available at the Waikiki Health’s Ohua Clinic in Waikiki and Makahiki Medical and Dental Clinic in McCully/Moiliili. Our prevention services team offers a wide variety of programs designed to reach individuals at risk for confronting HIV. The Rent-to-Work Program (RTW) provides rental assistance and support services to persons experiencing homelessness who are willing to maintain employment or increase income through employment. The participant must develop and follow an individualized employment and training plan to increase income. Services include: Short-term rental subsidy for 12-24 months, housing placement assistance, tansition to affordable housing (if available), job placement/job training, and intensive case management.

Primary Care health services are provided to single women and families who are guests of the IHS Homeless Shelter, single men, and community members: Including adult medicine, chronic disease management, immunizations and flu shots, infant and well-child check ups, physical examinations, psychiatric counseling and medication management for adults, and women’s health.
