PATCH, Hawaii's Child Care Resource and Referral Agency, supports those with childcare needs. PATCH provides referrals to licensed child care across the state, information on how to identify and choose quality child care, and resources to support the family, such as subsidy programs and services available in the community. In addition, the Child Care Recruitment Project offers support and guidance to individuals who are interested in opening their own childcare business. The Ulupono Family Strengthening Program provides family support, referrals and resources to families on Oahu from birth to 17 years old to promote positive parenting, safe and secure home environment, and healthy child development.

Provides a comprehensive recreational program in the community. Facilities include a multi-purpose building and a field. There are three program periods throughout the year: Fall, spring and summer. Activities are geared for all ages, including classes in arts and crafts, Hawaiiana, games and sports, music, seasonal activities and crafts, and excursions. (Act 278) Kuikahi Mediation Center has been contracted to administer the Eviction Mediation Pilot Program. This two-year pilot program requires early and free mediation between landlords and tenants before eviction for nonpayment of rent. The program runs February 5, 2026 - February 4, 2028. Tenants have 10 calendar days to respond to an eviction notice. If a tenant requests mediation in 10 day notice period, then the landlord must participate before filing for eviction. Mediation sessions are online via Zoom or in person, per request. For landlords, visit the website for more information and to submit a Landlord Intake Form to start the process. 808 Cleanups mission is to achieve complete ecosystem restoration in Hawaii. Our approach involves community engagement, education, and the removal of invasive species to allow native plants and cultural sites to flourish. We offer educational programs that raise awareness about environmental issues and sustainable practices and organize and lead community events that foster a collective spirit of stewardship and conservation.

Enforces federal wage and hour statutes including Fair Labor Standards Act, Wage Garnishment, Employee Polygraph Protection Act, Immigration Reform and Control Act, Service Contract Act, Family and Medical Leave Acts, Davis Bacon Act, various "Whistle Blower" Acts, Public Contract Acts and others. Enforces laws concerned with child labor, overtime, prevailing wages and fringe benefits, farm labor employee protection, etc. Majority of employees in Hawaii may be covered by one or more of these laws. Enforcement responsibility is similar to that of the Wage Standards Division of the state Department of Labor and Industrial Relations.

(Crime Stoppers) Provides law enforcement, criminal investigation and crime prevention. Investigates accidents and provides traffic control. Registers firearms. Accepts information on missing persons. HPD does not handle driver's licensing or motor vehicle registration, abandoned vehicles or safety inspections (these are provided by Department of Finance, Motor Vehicle & Licensing Division).

Hawaii Agricultural Foundation's program In the Fields brings learning to life with fully funded field trips that take students and teachers onto working farms across Hawaii. These experiences provide firsthand exposure to agriculture, connecting classroom lessons to the land, crops, and farmers who sustain our islands. By engaging directly with local agriculture, students build a stronger understanding of where food comes from and the importance of supporting Hawaii’s farmers.

(WAP) Weatherization Assistance Program (WAP) reduces utility costs for low-income families and individuals by increasing the energy efficiency of their homes. We partner with local specialists to provide professional home energy assessments and replace appliances with energy-efficient alternatives. Hawaii Public Radio (HPR) exists to serve the people of Hawaii by informing people about essential news, inspiring people through the power of music and the arts, and connecting people through conversations and convenings.

Maintains State Archives, responsible for capital-improvement projects, and monitors King Kamehameha Day celebration and State Foundation on Culture and the Arts programs. Also handles complaints for misuse of state vehicles.

Information provided on the phone is restricted to an owner's individual property. Handles all other questions in office. Processes collection of current and delinquent real property taxes. Information by this section is provided to all callers (collection agency).

Conducts forestry research in Hawaii and Pacific Basin islands; topics include ecosystem restoration, species trials, agroforestry studies. Awards grants for urban and community forestry, forest stewardship of private lands, rural development, natural resources conservation education, etc. Makes cost-share payments and subgrants to non-profit groups and private landowners or lessees.

Early Intervention Services are for children from birth to age three who have developmental concerns and focuses on improving the physical, cognitive, communicative, adaptive, social and emotional development of the child. As parents are the child’s first teachers, services are provided through one primary early intervention professional using parent coaching strategies. In addition, the program helps families by providing information, demonstrations and support to caregivers that helps them better understand their children’s developmental needs and how to meet them. Care coordination is available to help families utilize resources at home and in the community. Support Plans are developed in partnership with the family and service team that build on strengths and priorities of the family. (Applied Behavior Analysis (ABA)) The Easterseals Hawaii (ESH) Autism Center provides effective, evidence-based, and individualized behavioral therapy and services for individuals diagnosed with Autism Spectrum Disorder and other related disabilities and disorders. The Applied Behavior Analysis (ABA) component of the program often includes intensive Verbal Behavior-Based therapy (VB). Treatment Focus Areas: Communication, Social Skills, Behavior Reduction, Academics and Academics Preparedness, Self-Help and Daily Living.
