(H-HEAP, LIHEAP ECI, ECI, Low-Income Home Energy Assistance Program - Energy Crisis Intervention) The Hawaii Home Energy Assistance Program (H-HEAP) is a federally funded program that provides eligible low-income households with a one-time utility assistance payment. Emergency Crisis Intervention (ECI) assists households in crisis (utility termination is current or impending) by assisting with a one-time credit up to $650.00 to help restore or prevent termination of electric or gas services through Hawaiian Electric or Hawaii Gas Company. Applications are accepted on a month-by-month basis, but approvals are limited and space fills quickly. Payments are made directly to your utility company. You can choose either Energy Credit (EC) or Emergency Crisis Intervention (ECI), just one assistance per fiscal year. A checklist of additional required documents is included in the application. Documents can be sent as a PDF or JPEG as long as copies are clear.
