Regulates the manufacture, importation, sale and consumption of intoxicating liquors. Oversees liquor license applications. Hears and determines all complaints regarding violations of the liquor control laws of the state, or complaints regarding violations of rules and regulations established by the Liquor Commission. Imposes fines or punishment as may be provided by law. Adopts rules and regulations which have the effect of laws in the county. Enforces the provisions of the liquor laws. Grants, renews or refuses applications for liquor licenses. After an establishment has a liquor license, Commission investigators make periodic checks at the establishment. Receives information on violations of state natural and cultural resource laws. Accepts reports from the public on potential violations or illegal activity on state lands or ocean.

Raises funds for qualifying 501(c)(3) health and human service agencies on the Big Island. Currently funding 41 programs delivered by 32 agencies. Provides/posts program results for agencies receiving funding. The Hawaii Island United Way offers networking opportunities through community building programs, promoting agency collaboration in the spirit of aloha. The Hawaii Island United Way (HIUW) funds specific programs - developed and delivered by agencies with long standing records of success. Provides a comprehensive recreational program in the community. There are three program periods throughout the year: Fall, spring and summer. Activities are geared for all ages, including classes in arts and crafts, Hawaiiana, games and sports, music, seasonal activities and crafts, and excursions. A list of activities, registration dates, and program period information is published in the Midweek prior to registration.

Prevents and protects persons and property against crime. Enforces county ordinances and state laws. Investigates missing persons, juvenile offenses and criminal activity. Coordinates traffic safety. Registers and issues firearm permits. Administers and promotes community education and prevention programs such as Crimestoppers, DARE, Neighborhood Watch.

Inspects and certifies grade, quality and condition of agriculture products such as fresh fruits, vegetables, flowers, foliage, shell eggs, animal feed, coffee, nuts and processed food products. Develops grade standards. Educates public to use grade standards. Administers federal standards and compliance.

KHP is a non-profit substance misuse treatment and recovery support Center with a focus on Native Hawaiian cultural values. Provides Outpatient treatment and support services for Molokai residents in early recovery from alcohol and other drug addictions. Also provides 12-step meetings and faith-based recovery support meetings. Provides urine analysis (UA) Testing for youth up to age 18 and adults. Able to provide alcohol and other drugs (AOD) assessments for driving under the influence (DUI) or treatment appropriateness for a fee. KHP has programs for Pregnant and/or parenting Women with children who want to engage in outpatient treatment. Also, persons with a co-occurring mental health diagnosis and a substance use disorder can join dual diagnosis treatment groups. KHP has an emergency food pantry open on Tue and Thurs after 12:30pm. Other culturally respectful services offered: 1. Addiction treatment (Intensive Outpatient, Outpatient, Motivational Pre-treatment, Continuing Care) 2. Substance Abuse Assessments 3. Referrals for related services (Mental Health, Shelter, Detox, Drug Court, Rx support, etc) 4. Drug use testing (UA, Lab, Oral) 5. Impaired Drivers Classes for those with court compliance needs (Substance Abuse Rehabilitation Program SARP) 6. Transportation to access recovery 7. Peer-driven motivational enhancement pre-treatment outreach and mentorship with Recovery Partners 8. Community Service opportunities (civic pride and court related) 9. Victory Farm -Sustainable agricultural project 10. Emergency food pantry services with the Maui Food Bank 11. Temporary sober living for single adults after 30 days of recovery who may need a safe start 12. Assistance to send a participant to residential treatment off island (if funds permit) Ka Hale Pomaika’i offers their office as a Recovery Community Center serving as a forum for support such as 12-step meetings, Ohana gatherings and learning circles with Kupuna. All services that KHP offers are conducted with a focus on Native Hawaiian traditions and values.

(PGC-SEP) The Social Enterprises Program helps people with business planning, finances, success rates, KIVA microloans of up to $15,000, and other wraparound services to help them start up a successful business.

Provides part-time volunteer work with stipend for low income senior citizens to work with special or exceptional needs persons at institutions, schools, day care centers, etc. Duties may involve reading, literacy activities, tutoring. Volunteers receive a stipend.

Shelter of Wisdom rents homes which are shared by our men. Men live in double rooms with shared living areas and house chores. We provide intensive case management until our men are accepted into permanent housing. We provide household furnishings for their new homes, which are donated to us by the community. Men must maintain their sobriety, hygiene, medications, meal preparation, laundry, housekeeping and behavior.

(Food Pantry) Living Waters Assembly of God provides food for those in need.

Adult Day Care program for elders and challenged adults needed supervised care, socialization, mental stimulation, physical activity. Also supporting caregivers to remain employed and or needing respite.

Responsible for fire protection, rescue, HazMat, emergency medical response and ocean rescue services. Provides fire prevention education. Dispatches fire fighters and rescue squad personnel for emergencies. Issues firework permits. Blood pressure screening is offered at all Kauai Fire Stations except at the Kauai Fire Department administration office.

(Alu Like Ka Ipu Kaeo, Alu Like Native Hawaiian Career and Technical Education Program, Alu Like NHCTEP) Provides an overarching framework from the Native Hawaiian perspective to advocate, sponsor and guide the shape, types and initiatives of community-based career and technical education projects. The NHCTEP does not provide direct services to individuals. Instead, NHCTEP works with accredited educational organizations, selected through a competitive process, to reach eligible participants. Administers both the home-delivered meal and the congregate meal programs. Monitors overall condition of homebound during meal delivery. Coordinates congregate meals at low cost. Offers leisure activities, special events and educational sessions in consumer awareness and support services.
