Provides information and enforcement of Hawaii's liquor laws. Promotes public health, safety, and welfare through license registration and permits, employee education and training, complaint hotline, public information and awareness, compliance and enforcement.

Maintains information resources, i.e. books, magazines, musical recordings, video and audio tapes, State and County government documents and Hawaiiana materials. Provides fax service to send messages to State legislators. Provides access to Hawaii FYI and telephone reference service. Also provides U.S. Passports at several library locations. Settles claims between two or more parties in a simple and informal manner. Handles cases for recovery of money up to $3,500 and landlord/tenant disputes about security deposits and regular civil claims not exceeding $20,000, except for summary possession cases. Clerks may assist in preparing certain documents (not business) claims. Clerks do not give legal advice. Handles filing of Temporary Restraining Orders (TRO) against non-family members.

(VLA) The VLA project focuses on disabled and elderly veterans and family members who are residents of the state of Hawaii and who want assistance with filing benefits claims with the U.S. Department of Veterans Affairs. Also offers referrals to volunteer attorneys through VLSH's pro bono program for legal advice and direct services for: Family Law, Tenant Rights, Collections and Bankruptcy, Estate Planning/Probate, Re-Employment and Community Service Program (Oahu only).

The federal Supplemental Nutrition Assistance Program (SNAP) provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. The SNAP processing center provides public assistance, food stamps (SNAP) and financial assistance, to eligible individuals and families. They handle new applications and ongoing assistance.
