Approves facility plans and engineering reports. Approves construction plans, operation and maintenance. Approves all new wastewater systems and inspects all existing wastewater systems to assure that such systems do not create any public health hazard or nuisance or contaminate coastal waters, streams, or groundwaters. Administers the Statewide Wastewater Operator Training Center and Operator Certification Program.
