(Hoala Hou - High Risk Reduction) Provides prevention services to youth ages 10-17. Department staff utilizes Best Practice or Evidence Based prevention curriculums to educate youths and parents on the dangers of substance abuse/use. We continue to provide on-going substance free activities at various schools statewide and partner with other local agencies. The department also works to develop a variety of prevention curriculum, incorporating Hawaiian values, culture, and practices. Child Support Enforcement Agency - Hilo

Collects and distributes child support funds in all new divorce and paternity cases, newly modified orders, as well as those cases handled in the past. Legally establishes the identity of the father of children born out of wedlock. Obtains court and administrative orders for child support which are enforceable against parents who have a duty to provide support. Locates parents who are not complying with existing child support orders and enforces payment through wage assignment, income tax refund intercept and other legal means. Shelter of Wisdom

Shelter of Wisdom rents homes which are shared by our men. Men live in double rooms with shared living areas and house chores. We provide intensive case management until our men are accepted into permanent housing. We provide household furnishings for their new homes, which are donated to us by the community. Men must maintain their sobriety, hygiene, medications, meal preparation, laundry, housekeeping and behavior.
