There are three program periods throughout the year: fall, spring, and summer. The Army Community Services's Mobilization, Deployment and Stability Support Operations program helps support community readiness during deployments and emergencies. Helps make sure installation programs align with unit deployment cycles, provide pre- and post-deployment support, and help unit commanders with their family readiness plans and deployment support services for service members and their families. Responsible for operating an Emergency Family Assistance Center in the case of an all-hazards event, and supporting service members and families during Non-Combatant Evacuation Operations (NEO) and Repatriation. The BABY & ME – Tobacco Free Program™ is an evidence-based, smoking cessation program created to reduce the burden of tobacco on the pregnant and postpartum population. We seek to accomplish this mission by addressing the high prevalence of tobacco use among young women during pregnancy. By providing counseling support and resources to pregnant women, it is our goal that they will quit smoking and maintain smoking cessation throughout the postpartum period and beyond. Our program is successful in helping women quit smoking and stay quit, resulting in improved birth outcomes and long-term positive outcomes for women, children, and their families.

Maintains temporary shelter for homeless animals. Provides animal adoption service. Offers humane euthanasia ill animals; investigates reports of cruelty and/or complaints on animals; dog licensing; humane education; and lost and found. Administers City and County reduced-rate Neuter Now program. Inspects pet shops, stables, etc. Accepts donations of running automobiles. Offers information to animal-related questions. Provides a list of 125 Oahu beaches that allow or restrict dogs (via the internet). Accepts birds that the public drops off for West Nile testing. Also takes public complaints about barking dogs.

Provides sexual trauma counseling for veterans who were sexually harassed or sexually assaulted while on active duty in the military. Provides individual and group counseling, benefits information, employment counseling and referrals for other VA services.

Provides consumer loans to assist Hawaii residents build credit, repair credit, pay off debt or address financial or housing emergencies. All borrowers receive individualized financial counseling. Hawaiian Community Assets does the financial counseling.

Provides a national toll-free phone line to answer commonly asked questions on postal service, such as service hours, zip code and address information, and mailing rates. A caller attempting to reach a postal worker in Hawaii, or who asks a question that cannot be answered by Mainland operators, will be given a local number to call. Also provides U.S. Passports and voter ballot forms also available at several Post Office locations.

(TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households.
