Judiciary of the Second Circuit Court

Jury trials are held in the Circuit Courts, which have general jurisdiction in civil and criminal cases. They also have exclusive jurisdiction in probate, guardianship and criminal felony cases, as well as civil cases where the contested amount exceeds $40,000. Circuit Courts share concurrent jurisdiction with District Courts in civil non-jury cases in which the amounts in controversy are between $10,000 and $40,000. Other cases heard by the Circuit Courts include mechanics' liens and misdemeanor violations transferred from the District Courts for jury trials.

Programs include Head Start, the Low-Income Home Energy Assistance Program (LIHEAP), food assistance, employment services, after-school STEM, and individualized case management.
HCAP also promotes community development and advocacy through resident advisory councils and private-public volunteer opportunities. Volunteers are encouraged to contact HCAP for opportunities to help children, youth and adults in need.

(H-HEAP, Low-Income Home Energy Assistance Program - Energy Crisis Intervention - Central, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household.
