This program provides intensive outpatient treatment for men and women with substance abuse issues. Services include the following: comprehensive screening and assessment, intensive outpatient substance abuse treatment, cognitive behavioral therapy, individual counseling, gender specific groups, family and couples counseling, parenting classes, alcohol and drug education, and case management services.

(HI HELPS) Provides access to the enrollment process via smartphone, iPad, laptop, desktop, zoom call, standard phone call or referral to community health centers for walk-ins. Uses a needs assessment tool to determine appropriate health insurance option, including retiree/federal or veteran insurance as well as marketplace, medicare and medicaid solutions. Guides consumers through the healthcare.gov marketplace eligibility and application process using a direct enrollment pathway. The system reduces need for complicated identity verification modules and allows the enrollee or a marketplace assister select a plan and enroll in under 15 minutes. Reviews eligibility information and enrollment forms to help individuals who may qualify for medicare, medicare savings programs and/or medicaid programs. Refers individuals to appropriate state or federal agencies for issues that require investigation and follow up. Compares plan benefits, pricing, deductibles and services that are not covered. Uploads required documents to facilitate marketplace enrollments. Monitors enrollments for acceptance, premium payments and issuance of member identification cards. Assists with cancellation of the marketplace plan if no longer needed. Trains team of community certified application assisters and monitors annual recertification and credentials. Ensures all activities are compliant and meet federal and state regulations including protected health information mandates. Develops and distributes outreach materials to community health centers, food bank distribution locations, and other venues where the newly unemployed utilize resources available due to the pandemic. No face to face contact needed to enroll and those that qualify for Medicaid will be contacted by Medicaid with eligibility results and/or approval. Health premium subsidy based on household income. There is a 60 day window beginning the day coverage is lost to qualify for the special enrollment period.

(HAP) The Housing Assistance Program (HAP) serves senior adults, aged 60 years or older, who need housing counseling and assistance to find affordable housing. Priority is given to those with the greatest economic and social needs and those facing homelessness. HAP helps to improve and maintain their self-sufficiency and remain in the community by increasing their accessibility to affordable and supported housing and by empowering them to make difficult life transitions. The program provides housing counseling and linkages to housing resources, assistance to remain on housing wait lists, updates of the Oahu Housing Guide list/database, and education and advocacy to promote the development of new affordable, supportive, well-designed rental housing. Provides nutrition and support services for Native Hawaiians aged 60 and over. Serves lunch on scheduled site days. Offers friendly visiting, telephone reassurance and referrals to other community agencies. (Pauahi Rec Center) Provides a comprehensive recreational program in the community. There are three program periods throughout the year: Fall, spring and summer. Activities are geared for adults and seniors, including classes in arts and crafts, Hawaiiana, games, and exercises, music, martial arts, and seasonal activities. Youth drop into the space and are given the opportunity to earn a bike by learning how to fix and maintain a bike in addition to volunteering to help maintain the flow of the shop. Each year there are 400 donated bikes that are refurbished by youth and about 4000 bikes are repaired though 9000 youth service hours.

(H-HEAP, Low-Income Home Energy Assistance Program-Energy Crisis Intervention-Kalihi-Pala, LIHEAP ECI, ECI) Hawaii Home Energy Assistance Program (H-HEAP) Energy Crisis Intervention (ECI) is designed to help families keep their utilities (gas or electric) on, especially those households that are most vulnerable, such as the elderly, the disabled, and households with young children. H-HEAP primarily assists households by applying an energy assistance grant directly to the energy provider on behalf of the eligible household. Applications are accepted year-round. (TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households. State of Hawaii Department of Education provides free or reduced prices for meals to school children unable to pay because of financial need. Others pay for daily lunches. Effective for the school year 2025-2026, students who qualify for reduced-price meals will receive one breakfast and one lunch daily at no charge, in accordance with Act 139, Session Laws of Hawaii 2025. While these students will still be categorized as reduced-price eligible under federal guidelines, their meals will be scanned as “Reduced – No Charge.” If a student would like to purchase a second meal or a la carte items such as milk, funds will need to be deposited into their account. Online payment is available at https://ezschoolpay.com. Prices for student second meals and adult meals at breakfast and lunch, have increased to $3.50 for breakfast and $7.50 for lunch. For students in a Community Eligibility Provision (CEP) school, the CEP program allows a school district, a group of schools or a single school to serve free meals to all students even if they do not qualify for free or reduced-priced lunch.
