The Hawaii Department of Human Services (DHS) continues to closely monitor the federal government shutdown and its potential impact on programs that provide essential food assistance to Hawaii families. If the federal shutdown continues into November, federal funding for the Supplemental Nutrition Assistance Program (SNAP) program may be unavailable, which could delay or prevent the issuance of November benefits. DHS will share more information about the Hawaii Relief Program on October 29, 2025. This program will provide eligible families with dependent children the opportunity to receive payment support for housing or utilities. We understand that this uncertainty can be stressful. (Ready To Learn Program, RTL, R2L Program, Ready 2 Learn Program) Ready to Learn (RTL) is a statewide initiative that provides students in need from kindergarten through high school with a backpack filled with new pencils, pens, notebooks and other school supplies with an intended outcome of school readiness. Assistance is provided year round, but the primary period is the summer before each new school year. Application period for school supplies is from March-May, and the distribution of school supplies is in July. If you miss the application period, call the Community Clearinghouse at the number listed at the end of July to see if there are any school supplies left after the primary distribution is done.

Developing Options to Violence (DOV) offers a full spectrum of services to women, men, adolescents, and children in the intervention and prevention of domestic violence. Professional counselors on call to help youth who are in psychiatric crisis or to supplement the efforts of their caregivers. Counselors can refer clients to specialized, short-term, out-of-home placement when needed. The following services are available to families experience domestic violence: Adult Programs

• Domestic violence interventions services for individuals who use physical, emotional, psychological and/ or sexual abuse in intimate relationships.
• Support groups for individuals who are experience emotional, psychological and/or sexual abuse in intimate relationships.
• Violence Control groups for individuals who have use violence towards other family members (parents, siblings)

Adolescent Program: To assist adolescents in understanding their behavior and how to make appropriate changes. Children's Group: To help children who have witnessed domestic violence understand it and deal with their feelings about it. Parents are required to participate in support group while children receive services.

The federal Supplemental Nutrition Assistance Program (SNAP) provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. The SNAP processing center provides public assistance, food stamps (SNAP) and financial assistance, to eligible individuals and families. They handle new applications and ongoing assistance.
