(DHHL Kupuna Rental Subsidy Program, Kupuna Rental Subsidy Program) The Department of Hawaiian Home Lands (DHHL) and the Hawaiian Council program to help eligible kupuna on the DHHL waitlist pay rent. Renters pay up to 30% of their total household income towards rent and the program may help with the remaining cost. Youth Services groups are offered in both East and West Hawaii to both boys and girls ages 12-17 who are deemed perpetrators of harm. Guides consumers through the healthcare.gov marketplace eligibility and application process using a direct enrollment pathway. The system reduces need for complicated identity verification modules and allows the enrollee or a marketplace assister select a plan and enroll in under 15 minutes. Reviews eligibility information and enrollment forms to help individuals who may qualify for medicare, medicare savings programs and/or medicaid programs. Refers individuals to appropriate state or federal agencies for issues that require investigation and follow up. Compares plan benefits, pricing, deductibles and services that are not covered. Uploads required documents to facilitate marketplace enrollments. Monitors enrollments for acceptance, premium payments and issuance of member identification cards. The BABY & ME – Tobacco Free Program™ is an evidence-based, smoking cessation program created to reduce the burden of tobacco on the pregnant and postpartum population. We seek to accomplish this mission by addressing the high prevalence of tobacco use among young women during pregnancy. By providing counseling support and resources to pregnant women, it is our goal that they will quit smoking and maintain smoking cessation throughout the postpartum period and beyond. Our program is successful in helping women quit smoking and stay quit, resulting in improved birth outcomes and long-term positive outcomes for women, children, and their families.

The federal Supplemental Nutrition Assistance Program (SNAP) provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. The SNAP processing center provides public assistance, food stamps (SNAP) and financial assistance, to eligible individuals and families. They handle new applications and ongoing assistance. (Crisis Mobile Outreach) Professional counselors on call to help youth who are in psychiatric crisis or to supplement the efforts of their caregivers. Counselors can refer clients to specialized, short-term, out-of-home placement when needed. Provides face to face assessment of a crisis situation and arrange appropriate course of action for adolescents.

The Community Teen Program provides Out-of-school Time services (OST) for youth ages 5-18 who live in and around the public housing complex Kuhio Park Terrace in Kalihi. This programs promote the development of healthy youth with an abundance of positive experiences for youth including educational, recreational, skill building, social emotional learning, community building and support services. Opens at 1:30pm on Wednesdays during the school year. Extended hours offered during summer and school intersessions. Intake form is good for 1 year.

The purpose of the Family Self-Sufficiency (FSS) program is to enable eligible families to achieve economic independence and self-sufficiency. Kauai County Housing Agency's (KCHA) FSS program is the conduit between the client and the appropriate supportive services necessary to achieve independence. FSS case managers are assigned to FSS participants to make a proper assessment of strengths, needs and aspirations. The case manger will guide each client through a service plan which outlines short and long-term goals. Some of the services provided to families include: child care, transportation necessary to receive services, remedial education, job training and preparation, substance abuse treatment and counseling, training in homemaking and parenting skills, training in money management, training in household management; and any other services and resources appropriate to assist eligible families to achieve economic independence and self-sufficiency. COMPREHENSIVE ASSESSMENT SERVICES We provide a wide array of comprehensive assessments that include the following types: DUI or OVUII, SAP, First Time Offender Assessments (Act 230/44), and SAA. We work with the Division of Drivers Education, The Judiciary - Adult Client Services, the Department of Transportation (DOT), and Employers to provide needed alcohol and substance abuse assessments for individuals who are required to obtain one for various reasons. KSS can provide interpreter services as needed. ? Examples of reasons for needing or being required to obtain an assessment include but is not limited too: individuals that are found operating a vehicle under the influence of an intoxicant (OVUII), or driving while under the influence (DUI), having failed or refused a urinalysis test under the direction of their employer (these types mostly fall under the requirement of a needing a Substance Abuse Professional SAP assessment), and/or are required to obtain an assessment per the terms and conditions of

(Kauikeaouli Hale Access to Justice Room) The Honolulu District Court Access to Justice Room will provide legal help to the Oahu community on a pilot basis. Volunteer attorneys from the Hawaii State Bar Association will provide limited legal information by telephone in areas such as landlord-tenant, family, and other district court matters.
