The purpose of the Family Self-Sufficiency (FSS) program is to enable eligible families to achieve economic independence and self-sufficiency. Kauai County Housing Agency's (KCHA) FSS program is the conduit between the client and the appropriate supportive services necessary to achieve independence. FSS case managers are assigned to FSS participants to make a proper assessment of strengths, needs and aspirations. The case manger will guide each client through a service plan which outlines short and long-term goals. Some of the services provided to families include: child care, transportation necessary to receive services, remedial education, job training and preparation, substance abuse treatment and counseling, training in homemaking and parenting skills, training in money management, training in household management; and any other services and resources appropriate to assist eligible families to achieve economic independence and self-sufficiency. AmeriCorps NCCC includes two routes: traditional and FEMA. Traditional Corps teams partner with local and national organizations to complete hands-on projects in a designated region of the country. Or serve for 11 months as a Team Leader and guide members through this transformative service experience. FEMA Corps Teams serve nationally under Federal Emergency Management Agency (FEMA) direction to complete administrative projects related to disaster preparedness, mitigation, response, and recovery. Serve for 12 months and rack up professional skills that are highly transferable. Coordinate with nonprofits and government agencies, plan response and relief efforts during a disaster, or conduct damage assessments after a disaster. Team Leaders also serve for 12 months in FEMA Corps.

Emphasis is placed on individual choice, allowing adults to pursue opportunities that match their interests and skills while promoting their dignity and independence. The program provides daily respite for individual and family caregivers as well as provides participants with educational, social, health and recreational opportunities. ADH participants have a full-range of activities to choose from including: the option to go on daily excursions, enjoy art programs, volunteer in the community, attend computer classes with the aid of assistive technology, learn money skills, participate in weekly hula classes or give back to the community through recycling programs. (Ready To Learn Program, RTL, R2L Program, Ready 2 Learn Program) Ready to Learn (RTL) is a statewide initiative that provides students in need from kindergarten through high school with a backpack filled with new pencils, pens, notebooks and other school supplies with an intended outcome of school readiness. Assistance is provided year round, but the primary period is the summer before each new school year. Application period for school supplies is from March-May, and the distribution of school supplies is in July. If you miss the application period, call the Community Clearinghouse at the number listed at the end of July to see if there are any school supplies left after the primary distribution is done.

The Hawaii Department of Human Services (DHS) has received federal approval for a temporary waiver allowing Supplemental Nutrition Assistance Program (SNAP) households to purchase hot foods using their benefits at authorized retailers statewide, from April 17 through May 16, 2026. The waiver, approved April 17 by the U.S. Department of Agriculture Food and Nutrition Service (FNS), provides critical flexibility for households impacted by the March 2026 Kona Low weather events, which caused widespread flooding, power outages and damage to homes across the state. Under normal circumstances, SNAP benefits cannot be used to purchase hot or prepared foods. This temporary waiver allows eligible households to buy hot meals, helping those who may be unable to cook or safely store food due to ongoing impacts from the disaster. FNS approved the waiver statewide in recognition of the severity and widespread effects of the Kona Low weather systems, which resulted in displacement and ongoing challenges for affected households. “Authorized SNAP retailers across Hawaiʻi have been notified of the waiver and may begin accepting SNAP benefits for eligible hot food purchases during the approved period,” said DHS Deputy Director Joseph Campos. “Retailers will require 24 to 48 hours from April 17 to make necessary updates to their point-of-sale systems to support hot food purchases.” The waiver is authorized under Section 412 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and Section 5(h)(1) of the Food and Nutrition Act of 2008. DHS may request an extension of the waiver if conditions warrant additional relief. United Cerebral Palsy Association of Hawai‘i runs an island-wide (O‘ahu only) donation pick-up service, and the reusable clothing and small household items collected are sold to Savers thrift store. While providing funding for our programs, we’re also able to help reduce the burden on the landfills as well. Donated goods are recycled rather than discarded.

The Molokai Community Service Council (MCSC) is a multi-purpose non-profit organization that provides direct services to youth and families as well as facilities for economic development. MCSC also runs the island's annual Friendly Isle United Fund campaign, which supports 20-30 non-profit Moloka'i projects each year. Works to ensure that schools, vocational rehabilitation agencies, and health insurers provide assessments, funding and training in the use of AT devices and services for their clients. Administers a low-interest financial loan program to assist individuals in purchasing assistive technology when no other sources of funding are available. Assistive technology is any item or equipment that has been specifically designed or modified to enable people to maintain or improve their functioning while ensuring their quality of life.
