Serves environmentally at-risk families. Participants include prenatal women and families with children birth to three years old. The infants and children are considered at-risk for child abuse and neglect and developmental delays. The program provides comprehensive home visitation, child development screening and intervention, as well as psychosocial assessment, and motivational readiness for treatment and brief counseling. The intensity of the program varies over the course of service, starting with weekly home visits, and reducing the frequency as the family and child meet their goals.

(Sexual Abuse Treatment Services) Provides comprehensive services for families and individuals who have experienced sexual abuse within the family. Services are provided to child and adult victims, non-offending partners, alleged juvenile and adult offenders, and siblings. Treatment is provided through individual, dyad, family therapy and an extensive group program. The various components of the program are designed to reinforce each other for more comprehensive treatment. Provides group counseling, individual counseling, mother-daughter counseling, couples counseling, and family counseling services for victims of incest, their siblings, non-offending parents, and offenders.

Kuikahi Mediation Center - Eviction Mediation Pilot Program

(Act 278) Kuikahi Mediation Center has been contracted to administer the Eviction Mediation Pilot Program. This two-year pilot program requires early and free mediation between landlords and tenants before eviction for nonpayment of rent. The program runs February 5, 2026 - February 4, 2028. Tenants have 10 calendar days to respond to an eviction notice. If a tenant requests mediation in 10 day notice period, then the landlord must participate before filing for eviction. Mediation sessions are online via Zoom or in person, per request. For landlords, visit the website for more information and to submit a Landlord Intake Form to start the process. For tenants, call the Kuikahi Mediation Center for assistance.

(SSG Fox SPGP) SSG Fox Suicide Prevention Grant Program (SSG Fox SPGP) is designed to assist service members, veterans and service-connected family members with resources through outreach, suicide prevention services, and connection to VA and community resources. A comprehensive range of services includes individualized, compassionate case management; assistance with transportation, shelter, and childcare; access to mental health and substance abuse treatment options; help with navigating healthcare choices; and housing placements services. Additionally, the SPGP offers financial literacy education, referrals for legal assistance, peer specialist support, and resource navigation.

Livestock Disease Control Branch

Prevents, detects, diagnoses, controls and eradicates livestock diseases in order to promote the health and economic well-being of the livestock industries in Hawaii. Surveillance for regulatory diseases is conducted routinely to identify diseases which constitute a threat to the State's livestock industries and public health. To report dead birds for testing for Avian Flu: Call the Livestock Disease Control Branch Veterinary Medical Officer (808) 483-7119 (Do not leave a message). If not there, call the main number at (808) 483-7106. The Dept. of Agriculture staff will make the determination if they want to test the bird.

(Ho`okele Case Management) HUGS provides case management for families with children that have life threating, chronic illnesses. Case management helps connects HUGS families to different community resources and agencies to provide a variety of services based on need. HUGS also provides financial assistance (emergency airfare) and non-perishable food to clients/families enrolled with HUGS.
