(DPP) The Department of Planning and Permitting coordinates Honolulu's long range planning and community planning efforts; prepares, maintains, and administers zoning, subdivision, building, and environmental protection ordinances, rules and regulations, amendments, and revisions. Establishes review procedures for land use, subdivision, and building applications. Hears and determines petitions for varying the application of the zoning ordinance. Oversees all functions of land use policy planning and implementation. The Zoning Board of Appeals hears and determines appeals from action of the Director of Planning and Permitting, in the administration of zoning and subdivision ordinances and regulations. The Design Advisory Committee advises the department on design issues related to major project proposals in special districts. Pest reports accepted include: wild pigs, snakes, large lizards, coqui frogs, ferrets, the banana poka (a weed), the bulbul (a bird) on neighbor islands. Also accepts birds that the public drop off for West Nile testing.

(Helping Hands Hawaii SNAP Outreach Program, HHH SNAP Outreach Program, Supplemental Nutritional Assistance Program Outreach, SNAP Outreach, Supplemental Nutritional Assistance Program Outreach, Supplemental Nutrition Assistance Program (SNAP) Outreach) The federal Supplemental Nutrition Assistance Program (SNAP) provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. Helping Hands Hawaii’s SNAP outreach program provides help with: -filling out the SNAP application for the Department of Human Services (DHS) -providing interpretive assistance to Limited English Proficient (LEP) individuals -facilitating submission of the application to the DHS offices -assisting with follow-up on application status as needed -helping SNAP benefit recipients to maintain those benefits -participating with DHS-contracted providers to conduct SNAP nutrition educational activities designed to ensure proper use of the SNAP benefit, including how to use the benefit and still be able to eat nutritious meals. Applicants may be eligible for SNAP if their household income meets Federal Income Guidelines. If the household appears to meet DHS eligibility requirements, they will be scheduled for an in-person interview with a SNAP outreach worker. Anyone who is interested in applying for SNAP benefits may call for more details. There will be a short pre-screening intake over the telephone (usually takes 10-15 minutes). Our staff will schedule an appointment with you and help you complete the form. Program is also offered in the community or at the applicant's home (by appointment) as needed. Contact the program to coordinate these off-site engagement. We can also submit your application to the State of Hawaii Department of Human Services (DHS) if you are unable to go to a processing center.

(Ohana Connections Program) The core beliefs of the program are: all children entering foster care have the right to know and connect with their family, a right to learn about their family history, a right to maintain their family relationships, and a right to belong to a family, community, and place. Like all children, they deserve to feel stable, secure, and loved. The ‘Ohana Connections Program, working in conjunction with the ‘Ohana Finding Program, finds and engages the foster youth’s family members and other kinship family, and then helps nurture and support those renewed family connections. The time it takes for `Ohana Connections to be completed varies in length for each family, but all efforts work toward the goal of the program: to help families reweave their family cloth so every foster child has relationships that can last for a lifetime. Hina Mauka objective is provide a comprehensive services delivery system of residential, day treatment and aftercare levels of care. Hina Mauka’s objective is to provide a separate track for co-occurring disorders consumers deemed appropriate. Another objective is to provide a longer term treatment perspective that incorporates the stages of change research to “meet the consumer where they are”. Cognitive restructuring techniques; motivational enhancement interventions and motivational interviewing techniques; relapse prevention; and other services are designed to help the consumer foster independence, connect to community-based services, and participate in support activities to increase stability. Hina Mauka’s objective is to provide a specifically designed curriculum with skill building and process groups that are designed to facilitate a change in thought processes, attitudes, values and behaviors that promotes a greater degree of personal responsibility.
