The purpose of the Family Self-Sufficiency (FSS) program is to enable eligible families to achieve economic independence and self-sufficiency. Kauai County Housing Agency's (KCHA) FSS program is the conduit between the client and the appropriate supportive services necessary to achieve independence. FSS case managers are assigned to FSS participants to make a proper assessment of strengths, needs and aspirations. The case manger will guide each client through a service plan which outlines short and long-term goals. Some of the services provided to families include: child care, transportation necessary to receive services, remedial education, job training and preparation, substance abuse treatment and counseling, training in homemaking and parenting skills, training in money management, training in household management; and any other services and resources appropriate to assist eligible families to achieve economic independence and self-sufficiency. Youth identified as requiring intensive mental health services may be enrolled with the Department of Health (DOH) Family Guidance Center (FGC) located in the school district of their home school. They are assigned an FGC Mental Health Care Coordinator (MHCC) at that time. The youth may, and often will, continue to receive School-Based Behavioral Health (SBBH) services and supports from the Department of Education (DOE) in conjunction with the intensive mental health services.

Operates clearinghouse for consumer inquiries to Food and Drug Administration. Answers letters and telephone calls about products regulated by FDA including foods, drugs, medical devices, radiation emitting devices, veterinary drugs, and cosmetics.

Provides information and referral service to assist area residents connect with agencies and services for food, shelter, health, personal and other miscellaneous needs.

Operates a nationwide hotline providing crisis intervention and information and referral for homeless, runaways, troubled youths and families.

Provides information and permit applications for building, plumbing, grading and related construction activity on public and private property. Refers enforcement of construction codes, and housing ordinances to Maui for action.

Responsible for State budget and finances. Administers the Administrative and Research Office, Budget Program Planning and Management Division, and the Financial Administration Division. (Tutu and Me Traveling Preschool) Tutu and Me aims to identify, recruit, and service this undeserved segment of the Native Hawaiian population through an innovative traveling preschool program done in cooperation with churches and community organizations serving the Hawaiian and part-Hawaiian community. Tutu and Me aims to meet the developmental needs of these young children and to support the grandparents as well as parents and other primary caregivers who are raising them. Teaching teams, comprised of early education educators, travel to pre-selected communities where they set up, conduct, and facilitate the program. The curriculum is organized around learning themes and cultural aspects, as well as those values that continue to influence the lives of native Hawaiian children, are also incorporated into the curriculum.

(MST, Multisystemic) This program is a unique, goal-oriented model that provides comprehensive treatment that serves chronic, violent delinquents ages 12 years old to 18 years old. It is a family focused, in-home and community-based treatment program that has been the focus of several major research studies, and demonstrated clinical and cost effectiveness for youth with complex emotional, social and academic needs Multisystemic (MST) is a time-limited, intensive family and community based treatment that addresses serious anti-social behavior in juvenile offenders ages 12 years old - 18 years old. Program addresses the factors associated with delinquency across the youth’s settings (e.g. family, peers, school, neighborhood) and uses the strengths of each system to foster positive change. At least one adult/parental figure must be willing to assume long-term parenting role and participate with service providers for the duration of treatment.

Diverts arrested offenders from incarceration in State jails. Screens adult law violators for supervisory release. Provides supervision upon Court order.

(Crime Stoppers) Provides law enforcement, criminal investigation and crime prevention. Investigates accidents and provides traffic control. Registers firearms. Accepts information on missing persons. HPD does not handle driver's licensing or motor vehicle registration, abandoned vehicles or safety inspections (these are provided by Department of Finance, Motor Vehicle & Licensing Division).

(Transitional Family Homes) Provides a temporary out-of-home placement living environment for youths, ages 12 years old to 22 years old, that require additional resources to accommodate their emotional, behavioral, and mental health issues. Together, the staff and foster families provide youths with a system of support, counseling and skill building services. This service offers youth the opportunity to live with a trained transitional family who provides them with support and guidance. Services are offered to each youth based on their individual needs. Youths are provided with individual counseling and family counseling with the ultimate goal of reunification with their family.
