The Rent-to-Work Program (RTW) provides rental assistance and support services to persons experiencing homelessness who are willing to maintain employment or increase income through employment. The participant must develop and follow an individualized employment and training plan to increase income. Services include: Short-term rental subsidy for 12-24 months, housing placement assistance, tansition to affordable housing (if available), job placement/job training, and intensive case management.

The HUD Housing Choice Voucher Program (formerly the Section 8 Program) is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments. Volunteer Legal Services Hawaii (VLSH) is the only organization in the state whose sole mission is to serve people in Hawaii with low to moderate income community through volunteer attorneys. Volunteer Legal’s pool of pro bono attorneys provide legal services in a wide range of civil matters, including divorces, paternities, custodies, child support, guardianships, adoptions, powers of attorney, wills, healthcare directives, landlord-tenant cases, collections, and Chapter 7 bankruptcies.
