The Department of Human Services (DHS) has received reports of fraudulent transactions statewide, but the reports are largely concentrated on the island of Oahu in the urban Honolulu area. What should I do if I suspect a fraudulent transaction has occurred with my EBT card? -DHS encourages all Financial or SNAP clients to be proactive and check their EBT account for unusual transactions. -Please visit the DHS Processing Center (PC) nearest to you to report any fraudulent transaction and to request a replacement card. A list of DHS Processing Centers statewide can be found online at: https://humanservices.hawaii.gov/blog/processing-centers-and-first-to-work-units/. Can DHS replace my benefits if they were stolen? -Clients who report lost benefits due to a fraudulent transaction must report the lost benefits to DHS and may request replacement of their SNAP benefit. -Congress passed a law in late 2022 to help SNAP participants who are victims of card skimming, cloning and other similar methods of activity. When your EBT card is not in use, you can freeze your card and unfreeze your card when you need to use it again for purchases. -Block out-of-state and online transactions. Fraudulent transactions have been reported to occur with online and out-of-state transactions. You may block these types of purchase when you are not traveling out of state or not shopping online. -Beware of Phishing schemes. State agencies and EBT processors will never call or text you to ask for your PIN or card number. Be cautious when you receive these requests and do not share your personal information. Program for low-income at at-risk youth who are in or out of school. Help with building skills to obtain a High School Equivalency or GED, exploring post-secondary education, and employment exploration.

Ala Kuola provides assistance to persons affected by domestic violence in obtaining temporary restraining orders (TRO's) against the perpetrator. The TRO acts as a legal "shield" to protect the victim from further abuse. Ala Kuola services include: -Screening requests to ensure the petition for the TRO is within the purview of the Family Court. -Providing intake services on a one-to-one basis to ensure the safety and confidentiality of the petitioner. -Providing technical assistance to the petitioner to ensure relevant information is included in all TRO documents. -On hearing dates, Ala Kuola staff will act as an impartial court assistant between parties to expedite the hearing process. -The Ala Kuola court assistant will also draft various court orders, and the service of the orders on the involved parties. -Transmittal of all court orders to the Honolulu Police Department's Records Division for filing.

Provides motor vehicle registration, transfer of ownership, and duplicate registration and/or title. Issues dog/bike licenses, county business licenses, tipping fee coupons, and collects payments for real property taxes, sewers and landfill disposal charges.

Scholarships are given as a reimbursement for the tuition of college-level courses in early childhood education, for Professional and Career Education for Early Childhood (PACE) classes taken if converted to college credits, or for direct assessment fees in obtaining a Child Development Association (CDA) certificate.
