The Hawaii Department of Human Services (DHS) has received federal approval for a temporary waiver allowing Supplemental Nutrition Assistance Program (SNAP) households to purchase hot foods using their benefits at authorized retailers statewide, from April 17 through May 16, 2026. The waiver, approved April 17 by the U.S. Department of Agriculture Food and Nutrition Service (FNS), provides critical flexibility for households impacted by the March 2026 Kona Low weather events, which caused widespread flooding, power outages and damage to homes across the state. Under normal circumstances, SNAP benefits cannot be used to purchase hot or prepared foods. This temporary waiver allows eligible households to buy hot meals, helping those who may be unable to cook or safely store food due to ongoing impacts from the disaster. FNS approved the waiver statewide in recognition of the severity and widespread effects of the Kona Low weather systems, which resulted in displacement and ongoing challenges for affected households. “Authorized SNAP retailers across Hawaiʻi have been notified of the waiver and may begin accepting SNAP benefits for eligible hot food purchases during the approved period,” said DHS Deputy Director Joseph Campos. “Retailers will require 24 to 48 hours from April 17 to make necessary updates to their point-of-sale systems to support hot food purchases.” The waiver is authorized under Section 412 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and Section 5(h)(1) of the Food and Nutrition Act of 2008. DHS may request an extension of the waiver if conditions warrant additional relief. (NDR, March 2021 Flood) Nazarene Disaster Response (NDR) is a volunteer service responding to victims of natural and human-made disasters. It serves them regardless of race, creed, or economic status by concentrating on assistance to the poor, elderly, and handicapped, providing cleanup and restoration assistance for relief and reconstruction, enabling disaster victims to resume a normal life pattern. Operation Hero is an afterschool program that targets military children who have been identified by teachers, counselors, or parents as exhibiting low self-esteem, or who have difficulty adjusting, both academically and sociall t the school environment. Oftentimes, these difficulties can be attributed to frequent moves and family disruption due to deployments. The curriculum is designed to help children cope with the challenges of military life, provide tools to help them succeed in school, and assist them in developing a positive self-image while improving communication skills. This program promotes social responsibility through team-building activities and targets children.

Saint Matthew's Episcopal Church provides a food sack to participants who are in need of food, 1 bag per adult. Emergency requests are answered as soon as we find out about it, or when the person is referred to us by social agency as well as our own congregation each Sunday. Beach dwellers and families in multiple family situations are helped with food as soon as we are notified. We also provide used clothing, sheets, blankets, and towels when these items are available.

Individuals 60 years and older, or who have a disability, or special medical need can register with Kauai Island Utility Cooperative (KIUC) for special handling prior to disconnection of service, and for additional notifications in the event of an emergency.

Services include: Development of an Individualized Family Support Plan (IFSP); Parent coaching and family support; Developmental evaluations; Resources, information, and referral services; Assistance to families in transition planning for their child’s transition into the Department of Education special education, Head Start or preschool.
