Provides a comprehensive recreational program in the community. Facilities include a multi-purpose building, swimming pool, outdoor volleyball and basketball courts, tennis courts and fields. There are three program periods throughout the year: Fall, spring and summer. Activities are geared for all ages, including classes in art and crafts, Hawaiiana, games and sports, music, seasonal activities and crafts, and excursions. (KHS) The Community Care Center offers preventative care and treatment of conditions that are non-life threatening. Low-cost medical exams to pet-owners offered via a PetSmart Charities grant to owners on a walk-in basis.

Provides consumer loans to assist Hawaii residents build credit, repair credit, pay off debt or address financial or housing emergencies. All borrowers receive individualized financial counseling. Hawaiian Community Assets does the financial counseling.

Provides a national toll-free phone line to answer commonly asked questions on postal service, such as service hours, zip code and address information, and mailing rates. A caller attempting to reach a postal worker in Hawaii, or who asks a question that cannot be answered by Mainland operators, will be given a local number to call. Also provides U.S. Passports and voter ballot forms also available at several Post Office locations.

Early Childhood Services are provided to children three to six years old with delays in which age appropriate milestones are not yet met. These children typically fall outside the scope of the Department of Education & Special Education Services. The needs of each child are met through professional therapeutic services designed for the child to help them thrive in their home, preschool and community. Our goal is to better prepare the child for kindergarten and beyond by using family engagement techniques and strategies.

(TANF, TAONF) The federal Temporary Assistance for Needy Families (TANF) Program provides temporary cash assistance to eligible families. The monthly cash assistance given to families may be used to pay for food, clothing, housing and utility expenses, and other daily needs. Eligible families include at least one specified relative adult and a minor dependent child who resides in the same home. In addition, family members must be US citizens. The State of Hawaii Temporary Assistance for Other Needy Families (TAONF) Program provides the same benefits and services to Hawaii’s vulnerable families with children as the TANF program. The TAONF program eligibility includes mixed citizens and non-citizens, and single- and two-parent households. The Hawaii Department of Human Services (DHS) continues to closely monitor the federal government shutdown and its potential impact on programs that provide essential food assistance to Hawaii families. If the federal shutdown continues into November, federal funding for the Supplemental Nutrition Assistance Program (SNAP) program may be unavailable, which could delay or prevent the issuance of November benefits. DHS will share more information about the Hawaii Relief Program on October 29, 2025. Holomua is a youth program that focuses on cultural learning. We work with Keikis from elementary to high school providing an alternative learning environment focusing on aloha aina work and community engagement.

(DHS Return to Homeland Program) Assists eligible Hawaii resident aliens and naturalized citizens in returning to their homelands outside of the United States. Offers full range of social, emotional, spiritual and physical activities and transportation. Offers physical therapy, occupational and speech therapy six days a week.

(Drivers Licensing - Waimea) Administers written and road tests for driver's license for automobiles, buses, mopeds, motorcycles, motorscooters, and trucks over 11,000 GVWR. Issues commercial driver's licenses and permits. Receives international and local driver's license inquiries.

(SNAP Outreach, Supplemental Nutritional Assistance Program Outreach, Supplemental Nutrition Assistance Program (SNAP) Outreach) The federal Supplemental Nutrition Assistance Program (SNAP) provides crucial food and nutritional support to qualifying low-income and needy households, and those making the transition from welfare to self-sufficiency. Food Basket Hawaii Island's Food Bank’s SNAP outreach program helps with completing SNAP applications.

(HCHP, CBCM-RS, Community Based Case Management- Recovery Services, Ohana Project Services, Shelter Plus Care) Health Care for the Homeless Project (HCHP) is offered at our Kaaahi street clinic and Kohou street clinic. The Kaaahi street clinic is at the Institute for Human Services (IHS) Homeless Shelter for Women and Families. Primary Care health services are provided to single women and families who are guests of the IHS Homeless Shelter, single men, and community members: Including adult medicine, chronic disease management, immunizations and flu shots, infant and well-child check ups, physical examinations, psychiatric counseling and medication management for adults, and women’s health.

The Ulupono Family Strengthening Program provides family support, referrals and resources to families on Oahu from birth to 17 years old to promote positive parenting, safe and secure home environment, and healthy child development.

Prevents and suppresses outbreaks of vector-borne diseases and serious vector nuisances through inspections, surveillance, monitoring, enforcement, consultation and education in the control of harmful vermin such as insects that bite or are a public nuisance such as ants, sand flies, and other insects. Also gives public advice on small animals and insects causing a problem in or near a home or building such as mice, roaches, flies, gnats, mites, rats, and nesting birds. Offers information and advice to individuals experiencing pest problems. Accepts birds that the public drops off for West Nile testing. They no longer spray for mosquitos.
