-must be a homeless individual who is not from Hawaii -must be working or have some sort of income to cover the other half of the air fare, agency only covers half of the air fare -must have a safety net in place -doesn't have to be a guest at IHS shelter

-no walk-in -face to face screening interview to determine eligibility
Must cover half of the airfare
All Islands,Oahu,Hawaii (Big Island),Maui,Kauai,Molokai,Lanai,Niihau
