Programs that evaluate proposed development projects to determine whether they reflect allowable uses of the land under the provisions of the jurisdiction’s general plan, any applicable specific/area plans, zoning ordinances, concurrency management ordinances (which ensure public facilities and services such as sewer, water, roads, parks and schools are adequate to serve new development at the time of occupancy without decreasing service levels below locally established minimum standards) and other applicable ordinances. Depending on the jurisdiction, the plan/ordinance compliance review may be a formal step in the development process prior to subdivision involving an application and receipt of a permit/certificate, or it may be included as part of the subdivision pre-application process.
